Reporting Officer

Organizational Setting and Work Relationships
Under the overall guidance of the Senior Donor or External Relations Officer or other Senior Management the Reporting Officer contributes to production editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information the Reporting Officer promotes the vision mission and strategic goals of UNHCR.

The Reporting Officer establishes close contacts with all UNHCR Sections in the AOR to gather and analyse information. He/she maintains effective professional relationships with a wide variety of donors operational and implementing partners UN agencies and other stakeholders to gather analyse and disseminate information about activities of UNHCR and its partners.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities in line with the regulatory framework of UNHCR which includes the UN Charter UN Staff Regulations and Rules UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition staff members are required to discharge their responsibilities in a manner consistent with the core functional cross-functional and managerial competencies and UNHCRs core values of professionalism integrity and respect for diversity.

Duties
- Keep abreast with all developments in the Country Operation/Bureau/Division or other entity to prepare appropriate briefings and reports.
- Draft regular daily weekly and monthly up-date for internal and external audience (including donors and media).
- Consolidate and analyse data on programme implementation achievements and indicators in all sectors under area of responsibility (AoR) in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports.
- Participate in annual reporting and planning process.
- Work closely with Information Management to ensure accurate and attractive data presentation including maps.
- Support the monitoring of UNHCRs partnerships and consolidate information about partners activities.
- Prepare briefing kits and presentations for missions and visitors.
- Prepare reports for donors in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor; Assist in providing visibility for donors contributions to UNHCR.
- Research/analyse interpret and also monitor and review information and data from regular and wide variety of sources for internal and external reporting.
- Prepare and distribute minutes of meetings.
- Provide technical support training and clarification on UNHCRs reporting policies and deadlines.
- Collaborate closely with information counterparts in other UN agencies and NGOs to ensure accurate data presentation graphics and maps and effective information dissemination on refugee issues.
- May prepare press releases; conceptualize draft and edit stories for external communications products and support all aspects of its production including fact checking proofreading and quality control.
- Where relevant contribute to UNHCRs coordination endeavours across sectors including through reporting advocacy resource mobilization and other support as may be required.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

The ideal candidate will demonstrate a strong capacity to think and plan strategically. Demonstrated excellent writing skills in English is essential. The candidate must have excellent knowledge of internal and external reporting formats and requirements including donor reporting inter-agency reporting UN reporting and UNHCR reporting. Additionally the candidate should have very good knowledge of communications and political awareness needed to work in a complex and sensitive political and inter-agency environment. Previous supervisory and managerial skills is an asset. The candidate should have communications experience in field operations speaking with and responding to requests from the media and being able to identify and plan PI moments. Experience in developing a communications strategy is an asset. The candidate must have experience working in diverse teams with an ability to plan work prioritize tasks and enhance the capacity of the team. Furthermore strong communication skills organizational and political awareness cultural sensitivity and a proactive and organized approach are essential for the position. The ability to set priorities work effectively under pressure and a problem-solving attitude are also key attributes. Field experience is essential for this position. Previous experience working in protracted complex or high-risk duty stations is an asset.

In Libya UNHCR operates amidst a challenging environment characterized by volatile political and security situation displacement and pressing humanitarian needs. Despite being present in the country since 1991 UNHCR faces constraints due to the absence of a formal Host Country Agreement with the State of Libya leading to operational hurdles. The primary office is located in Tripoli with a field office in Benghazi and staff presence in Al-Kufra Zawya and Misrata. Libyas strategic location makes it a critical destination and transit point for refugees asylum-seekers and migrants with the number of registered asylum seekers and refugees surpassing 90000 by end of April 2025.

While the country experienced a decrease in conflict in 2021 the political landscape remains uncertain with the full implementation of an UN-led roadmap still pending since the ceasefire in October 2020. UNHCR operates within a context of political tensions and ongoing division between the East and the West of Libya and a fragile security environment with sporadic armed clashes affecting the safety of refugees and asylum-seekers. Economic instability is linked to the Central Bank of Libya with liquidity issues affecting basic services. The ongoing conflict in Sudan has resulted in a significant refugee crisis with over 300000 Sudanese refugees in Libya. The increased number of refugee arrivals from Sudan seeking safety in Libya has resulted in a high concentration of refugees in Al-Kufra with limited humanitarian presence on the ground. A Level 2 emergency was declared for Libya in August 2024 until May 2025. Since July 2024 Libya has been part of the RRP Sudan. UNHCR Libya is leading the coordination and response to the Sudan refugee crisis targeting 621000 Sudanese refugees and host communities throughout the country.

Within this context the incumbent will carry out the activities outlined in the standard job description for a reporting officer. The incumbent will also support the inter-agency structure including liaising with RRP partners on reporting and compiling regular reports as well as taking minutes of inter-agency meetings. In addition the incumbent will support the development and implementation of the communications strategy for the operation including identifying thematic priorities and target audiences to meet communications objectives preparing and fact-checking media and communications materials briefing notes and statements and press releases for target audiences and dissemination via UNHCR communication channels. The incumbent will secure clearances working in conjunction with relevant focal points and keeping sensitive to the needs of both internal and external audiences. The incumbent will build and maintain relationships with media outlets and help manage UNHCR Libyas public image during crises or emergencies. The incumbent will report to the Senior External Relations Officer and will work closely with and guide the other communications staff in the operation.

The duty station of the position is Tunis Tunisia though the incumbent is working for the Libya operation from the UNHCR Libya back-office in Tunis with expectations to travel to Libya as operational needs dictate. Due to the downsizing of the Libya back-office in Tunis some staff will be requested to work remotely and this option can be considered for the appointed candidate to work remotely from home. In this teleworking arrangement certain entitlements and benefits might be affected. Therefore the applicant for this position shall consider this situation and take all necessary considerations especially for staff with dependents. The incumbent might be requested to travel to Libya when required as per UNHCR/AI/2018/11 para 27 subject to visa availability; such travels are unpredictable and on short notice.

Living and Working Conditions

The position is based in the Libya back-office in Tunis Tunisia with very few security restrictions. However flexible work arrangements of working remotely from home would be considered. Tunisia is classified as a category A duty station and all services are available including health facilities international schools banks housing (both furnished and unfurnished apartments or houses with varying prices). The Libya back-office in Tunis is downsizing and reducing the number of staff in Tunis by the end of the year and is currently looking for alternate office arrangements with other agencies to provide the space for specific functions. The incumbent would be expected to travel to Libya as operational needs require. Libya is a non-family duty station and staff accommodation is provided in a UN compound that is well serviced with a supermarket restaurants and recreational amenities.

The weather in Tunisia is generally warm throughout the year compared to Europe. In summer temperatures are about 40C with approximately 5 days per year with temperatures of 45C and more. Otherwise it is 35-40C and temperatures may fall to 20-30C in the evenings. Inland and in the south however high temperatures at 40-45C may go on for weeks.
