    PRIMARY PURPOSE:

    Direct and safely manage the operation of all financial and business affairs of the district including accounting payroll purchasing and compliance auditing and Fixed Assets. Serve as financial advisor to the Chief of Finance and Operations.

    QUALIFICATIONS:

    Education/Certification:
    Bachelors degree required
    BBA in Accounting preferred
    MBA preferred
    Special Knowledge/Skills:
    Advanced technical knowledge of school finance budgeting accounting systems and economics
    Working knowledge of financial applications and accounting
    Strong communication public relations and interpersonal skills
    Ability to use personal computer and software to develop spreadsheets perform data analysis and word processing
    Ability to interpret policy procedures and data
    Ability to manage budget and personnel
    Experience:
    Three years experience in school business management required

    MAJOR RESPONSIBILITIES AND DUTIES:
    Fiscal Management
    • Keep the Chief of Finance and Operations informed on the business affairs of the district.
    • Evaluate accounting procedures systems and controls in all district departments and recommend improvements in their design implementation and maintenance.
    • Direct a continuous auditing program for all funds and assist the districts independent and internal auditors in conducting the annual or periodic audit.
    • Ensure that accounting systems comply with applicable laws and regulations including Texas Education Agency Financial Accounting and Reporting Resource Guide.
    • Develop periodical cash flow analysis to aid in determining cash available for investment and payment of bills.
    • Manage the districts investment portfolio.
    • Review and maintain control of budget by verifying availability of funds and review and approves budget revisions and amendments.
    • Responsible for the preparation of the budget and development of long and short-range objectives for the business operations of the district and for the preparation of the mid-year budget amendment.
    • Plan and conduct needs assessments for improvement of district business operations.
    • Assist district personnel to project student enrollment in addition to projecting the needs for staffing building and facilities energy capital equipment and other cost items for district and individual school improvement.
    • Administer the business office budget and ensure that programs are cost-effective and funds are managed prudently.
    • Provide leadership to achieve cost-effective practices throughout the district.
    • Ensure that business operations support the districts goals and objectives.
    • Assist the campus principals directors and department heads in the preparation of the annual budget and mid-year budget amendment.
    • Review and approve board agendas to validate budget account numbers and verify availability of funds.
    • Transfer funds to cover payments made for Workers Compensation insurance claims for the Districts self-funded Workers Comp. Fund.
    • Transfer funds to cover payments made for Health Insurance claims for the District self-funded Health Insurance fund.
    • Policy Reports and Law
    • Implement policies established by federal and state law State Board of Education rule and local board policy in area of business operations.
    • Direct and manage the preparation of monthly financial statements and related budget reports.
    • Responsible for semi-annual financial information for submission of data to TEA.
    • Responsible for quarterly and annual reports for all federal funds.
    • Prepare the board agendas for the finance department.
    • Purchasing
    • Reviews and approves requisitions to ensure compliance with TEA Financial Accounting and Reporting Resource Guide and districts policies and procedures.
    • Payroll
    • Assist and coordinate compliance with the Director of Payroll to assure proper compensation payout.
    • Personnel Management
    • Prepare review and revise business department job descriptions.
    • Develop training options and/or improvement plans to ensure exemplary business operations.
    • Evaluate job performance of employees to ensure effectiveness.
    • Recruit train and supervise personnel and make sound recommendations relative to personnel placement
    • assignment retention discipline and dismissal.
      Professional Growth and Community Relations
    • Pursue professional development through reading attending conferences and involvement with related agencies.
    • Demonstrate awareness of district and community needs and initiate activities to meet those needs.
    • Represent the district as directed by the Assistant Superintendent for Finance and Operations in activities involving other school systems institutions agencies and professional or community groups.

    • Performs all duties in a safe manner to avoid injury to oneself and/or to others.
    • Performs other related duties as assigned.

    • SUPERVISORY RESPONSIBILITIES:
    • Supervise and evaluate the performance of the Senior Accountant Administrative Accountant for Accounts Payable Administrative Accountant for BudgetAdministrative Systems Analyst/Programmer and other assigned staff.
    • WORKING CONDITIONS:

      Maintain emotional control under stress; occasional district and statewide travel; occasional prolonged and irregular hours
