Job Description

ABOUT THE POSITION


The County of Riversides Flood Control and Water Conservation District has an opportunity for an Environmental Project Manager who will be assigned to the Watershed Analytics Division in Riverside.

Under general direction the Environmental Project Manager will coordinate direct and provide project management for watershed analytics data acquisition and reporting in support of Flood Control initiatives. This role encompasses managing consultant services contract administration hydrologic data collection storm monitoring tools and systems and complex watershed projects requiring significant resources technical execution and multi-agency coordination. The Environmental Project Manager oversees both office and field staff involved in data collection and monitoring. Additionally the position will oversee the development of policies and procedures to ensure effective operations and compliance with new and existing rules and guidelines within the department.

The incumbent will be responsible for planning organizing assigning and reviewing the work of staff engaged in watershed analytics data processing GIS storm monitoring and hydrologic data collection. The manager will design develop and maintain storm monitoring systems including dashboards for rainfall totals remote camera feeds and tools for controlling dam gates remotely. Budget preparation project scheduling consultant selection contract negotiation and invoice approval are critical aspects of the role. Additional responsibilities will include but not limited to also providing technical supervision and administrative leadership evaluating staff performance and training and mentoring staff.

The most competitive candidates will have experience managing complex watershed analytics projects strong knowledge of hydrologic data systems GIS data analytics and storm monitoring technologies ability to manage multi-agency projects coordinate with internal and external stakeholders and budgeting experience. Strong leadership communication and conflict resolution skills are essential along with the ability to prepare complex technical reports and communicate information clearly to the public.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3 Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position manage other employees or programs and have significant influence on the achievement of organizational objectives.

EXAMPLES OF ESSENTIAL DUTIES

In a managerial capacity plan organize assign manage and review the work of sections engaged in all aspects of watershed analytics and related activities which may include but is not limited to data analytics and reporting data processing geographical information systems storm monitoring systems hydrologic data collection and providing information to the public.

Design develop implement and maintain storm monitoring systems which may include creating dashboards to display rainfall totals and video feeds from remote cameras. Tools to remote monitor and control actuated dam gates at District facilities.

Possesses a strong understanding of the Districts Hydrologic Data collection systems and infrastructure including software modems cameras and device configuration.

Coordinate work with other departments and outside agencies; prepare budget estimates; prepare complex technical reports; manage data collected from outside agencies.

Provide administration and technical supervision of staff engaged in but not limited to the implementation coordination and examination of watershed analytics and oversight of the creation of system and hardware integration data acquisition and transformation and statistical data reporting; assist in developing division policies and procedures.

Resolve personnel issues or provide recommendations for corrective action; evaluate performance of subordinate staff; direct recruitment procedures and make selection recommendations.

Plan organize direct and review the work of staff and consultants involved in the planning scheduling and administration for the monitoring reporting and construction associated with major watershed analytics projects.

Prepare manage and monitor project budgets and schedules; plan prepare and participate in consultant selection; negotiate the scope budget and schedule with consultant firms involved in Flood Control Projects and Programs; manage a database for on-call consultants to aid with issuing task orders contract amendments and budgets; prepare and negotiate service agreements and amendments; review and approve consultant invoices for payment.

Represent the Department before other County departments governmental agencies environmental regulatory and permitting agencies stakeholders and the public.

Foster and maintain respectful relationships; negotiate and resolve conflicts; mentor staff and ensure compliance with all rules policies guidelines and procedures as they relate to Flood Control construction or hydrologic projects.

Provide project management support on an array of technically complex projects related to hydrologic data collection of storm water. This includes the hardware and software associated with the data collection maintenance and monitoring of storm events.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited college or university with a bachelors degree preferably in engineering physical chemical environmental or biological science planning public administration urban or physical geography geology architecture or closely related field to the assignment. An advanced degree in a scientific field of study is highly desired.

Experience: Four years of professional transportation land use or water resource planning experience which included two years of experience with responsibility for project oversight in a lead supervisory administrative or managerial capacity.
