ABOUT THIS JOB

Position Specific Summary

The IT Division Manager position at the City of Tucsons Information Technology Department is responsible for the strategy implementation and oversight of enterprise systems applications and data platforms that support City operations. This position assesses the Citys evolving technology needs and drives innovative future-ready solutions.

Work is performed under the supervision of the Director of Information Technology/CIO Officer. This position exercises supervision over division personnel.

Duties Performed

  • Administers strategic implementation and continuous improvement of enterprise applications and data platforms that power City operations aligning plans with department and City goals. Manages a mix of Software as a Service (SaaS) Infrastructure as a Service (IaaS) and on-premise solutions to ensure reliability scalability and alignment with organizational goals. Oversees data governance integration reporting artificial intelligence (AI) analytics and business intelligence to ensure the delivery of accurate secure and actionable information for strategic decision-making.

  • Provides overall direction for assigned divisions by developing policies organizing programs and ensuring alignment with leadership goals. Oversees daily operations by setting objectives managing priorities supervising staff evaluating performance supporting training and resources and making key personnel decisions Defines and track Key Performance Indicators (KPIs) and Objectives and Key Results (OKRs) to measure system performance data quality and team success.

  • Partners with City departments and stakeholders to understand needs deliver impactful solutions and drive innovation. Communicates key insights and opportunities to department leadership. Drives vendor relationships including selection contracts and service delivery to ensure value and alignment with strategic priorities.

  • Develops a high-performing team of application managers analysts and data professionals fostering a culture of continuous learning accountability and excellence while embodying the organizations core values and upholding high operational standards.

  • Evaluates and optimizes the enterprise application portfolio through rationalization consolidation and modernization to reduce costs and improve effectiveness ensuring alignment with operational needs and relevant department policies projects and programs.

  • Oversees the divisions financial resources developing and managing the budget and staff resource plans to ensure fiscal responsibility and long-term sustainability.

  • Performs all other duties and tasks as assigned.

MINIMUM QUALIFICATIONS

Education

Bachelors Degree

Experience

Five (5) years of directly related experience

Preferred Qualifications

Experience in:
Managing enterprise applications and/or data platforms including at least 3 years in a strategic planning role.
Collaborating with business leaders to assess needs implement enterprise solutions and drive innovation.
Leading and developing technical teams including application managers analysts and data professionals.
Developing and managing division or project budgets and resource plans with an emphasis on fiscal responsibility and long-term sustainability.
Enterprise application rationalization evaluation consolidation and modernization to reduce complexity and cost.
Experience with cloud-based infrastructure and platforms including SaaS IaaS and hybrid environments.
Application lifecycle management (ALM) and/or program management methodologies (e.g. Agile PMP ITIL).
