Under general direction performs a variety of complex library functions; maintains selects and organizes library materialsand provides professional level reference assistance; assists with special projects as needed. Exercises direct supervision over professional and technical library staff serving as a coach mentor and mediator.

Examples of Duties

Examples of duties may include but are not limited to the following:
  • Plans coordinates and supervises library activities within assigned area;
  • Meets regularly with direct reports to identify and resolve problems; assigns work activities and projects; monitors workflow; reviews and controls quality of work; evaluates work products methods an procedures; mentors counsels and recommends progressive discipline of direct reports under the guidance and direction of the Library Director and Human Resources;
  • Participates in the selection of full and part-time staff; schedules and provides direct supervision to Literacy Coordinator Library Specialists Library Clerks Library Pages and library volunteers;
  • Develops and delivers a variety of programs that promote the use of the Library through library sponsored community events creates new services and programs to meet the needs of a changing community and promotes community outreach such as attending a community management team meeting or other event created by or for the community;
  • Develops recommends and implements library goals objectives policies procedures in areas of assignment;
  • Advises and assists patrons in making effective use of information and sources; researches and responds to reference questions;
  • Builds a wide ranging collection that serves the needs and requests of a diverse community by reviewing examining selecting developing maintaining promoting recommending for acquisition and withdrawing books and collection materials in a variety of media formats;
  • Ensures adherence to Library patron guidelines to maintain a safe and productive environment for library patrons and staff;
  • Analyzes complex issues and problems related to areas of responsibility evaluates alternatives and develops and recommends effective course of action;
  • Assist in the preparation and monitoring of budget and other tasks related to financial administration of programs;
  • Participates in library promotional activities creates promotional materials and makes use of the librarys website and social media to inform the community of library services and activities;
  • Responds to inquiries and complaints regarding library services;
  • Attends and participates in professional meetings; serves on committees as assigned to represent the Library;
  • Researches analyzes data updates manuals and documents and prepares comparative and statistical reports;
  • Reports to work as scheduled and works a variety of schedules including evenings weekends and holidays as
    required; and
  • Performs related duties and responsibilities as assigned.
Knowledge Skills and Abilities
Knowledge of:
  • Principles laws policies and practices of public library administration;
  • Professional practices and methods including selection of materials cataloging classifying processing and distributing materials;
  • Library Boardpolicies and procedures;
  • Reference methods techniques and sources used in library work;
  • Materials and services available in public libraries;
  • Principles of supervision through strong leadership and management skills including employee training and performance evaluation;
  • Library programs and their relationship to community needs;
  • Principles and practices of budget preparation and administration; and
  • Telephone office and online etiquette; and
  • Automated library information and retrieval systems software and equipment usage.
Skill to:
  • Operate modern office equipment including computer equipment.
Ability to:
  • Supervise the activities and operations of a specialized library program section;
  • Plan develop and implement library programs and activities to stimulate reader interest;
  • Select supervise train and review the work of assigned staff and conduct performance evaluations;
  • Plan schedule and assign work to achieve the most effective utilization of staff;
  • Respond to requests and inquiries from the general public;
  • Interact effectively with individuals from diverse backgrounds;
  • Function calmly in situations which require a high degree of sensitivity tact and diplomacy;
  • Prepare and administer budgets;
  • Prepare clear and concise reports;
  • Exercise good judgment flexibility creativity and sensitivity in response to changing situations and needs;
  • Perform technical library tasks;
  • Communicate clearly and concisely both orally and in writing; and
  • Establish maintain and foster positive and harmonious working relationships with those contacted in the course of work.

Qualifications

Experience:
  • Five years of increasingly responsible professional public library experience including three years of supervisory experience.
Education:
  • A Masters degree in Library Science or related field from an accredited college or university. For degrees obtained outside of the U.S. an official equivalency evaluation is required.
Licenses and Certifications:
  • Possession of a valid appropriate drivers license. Possession of a California license is required at time of appointment
Special Requirements:
Essential functions and duties require the following physical abilities and work environment:
  • Ability to work in a standard office or library environment; and
  • Ability to sit stand walk kneel crouch stoop squat twist carry items up and down staircases and lift up to 10 lbs.
