Digital Consultants is seeking a Requirements Analyst to join our team! As the Requirements Analyst you will work directly with developers testers and other roles active to translate product roadmap features into well-defined product requirements including features user stories and acceptance test criteria. Help conduct research in the form of technical assessments interviews and discussions to develop a white paper that provides a roadmap forward for further modernization of the NCIS case management system.
Duties to include:
- Elicits requirements from stakeholders users research documentation and existing application/systems. Supports/facilitates interviews and workshops.
- Performs analysis of requirements to ensure all are clearly defined complete feasible and testable. This involves breaking down complex problems identifying dependencies and constraints resolving conflicts and prioritizing needs.
- Validates collected requirements to ensure stakeholder/user expectations and needs are met. This includes reviewing verifying and validating requirements with relevant team members to include supporting testing.
- Manages requirements to ensure they align with project scope objectives and changes.
- Communicates requirements to be understood and agreed by all project participants. Includes creating presenting and distributing the requirement artifacts such as specifications diagrams or user stories. This also includes page/design mockups as needed.
- Supports/facilitates stakeholder management and user-involvement.

- Guides and coaches the scrum team on using Agile practices and principles
- Ensures Scrum is understood and team adheres to Scrum theory practice and guidelines.
- Works with Scrum Team as well as internal and external stakeholders to influence and drive decision-making and support organizational project or product teams.
- Facilitates and supports all scrum events: Sprint Planning Daily Scrum Sprint Review and Sprint Retrospective.
- Manages and updates the sprint board supporting the project manager(s) as needed
- Participates in Business Process Reengineering to find efficiencies in customer Case Management System to be implemented during development efforts
- Active DOD Secret Clearance
- 6 years w/ software development projects
- 4 years w/ project management and application development
- 3 years w/ life-cycle processes experience
- Experienced with MS Office/Teams suite and additional productivity tools
- Experience managing the Agile development process via ServiceNow (stories epics milestones etc)
- Serves as (and supports) Scrum Master duties
- Supports PM/DPM with other additional project documentation
- Ability to effectively work independently and as a part of a team supports team members as required for team integration (software developers testers quality control config/build engs etc)
