Senior Information Management Associate

Organizational Setting and Work Relationships
The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern thereby enabling actions to protect and to empower persons of concern. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services Regional Bureaux Country Operations and key external partners including persons of concern.
Information and data management staff are responsible for coordinating planning supporting and delivering on data and information activities for all UNHCR operational contexts responses and populations of concern including providing coordination and leadership in partnerships on data with all stakeholders including persons of concern. They serve the entirety of UNHCR staff and activities including protection programme operations external relations and executive management for evidence-informed planning advocacy and coordination. They are key in ensuring multi-stakeholder multi-sector and multi-country activities are provided with robust and meaningful data and information to support planning funding and advocacy efforts. This includes both internal and external assessments regional and country-based planning and monitoring activities such as the COPs GCR implementation RRPs HNOs HRPs and Cluster Plans.
Information and data management covers the assessment design implementation and evaluation of data an information management related activities. This includes assessment of the information landscape; definition of information and data needs; design of data and information activities including data collection analysis storage and dissemination; implementation of data and information management activities; and monitoring and evaluation of data management activities. The focus is largely operational and protection data and analysis - but not exclusively as IMO activities can involve back office data such as HR and financial as well - related to support results-based planning monitoring and reporting implemented by UNHCR and by its partners.
Depending on if they are located in HQ multi-country or country offices the role of the data and information management staff is to provide the necessary quality assurance and technical support for the full range of the data and information management and analysis activities to countries and regional offices; to ensure these processes are in accordance with technical standards for data and information management; and to undertake regional or country data and information management (definition collection analysis storage and dissemination) activities. In addition they are responsible for coordinating HQ and external support to the country and multi-country offices to liaise with relevant bodies on relevant matters; to monitor the quality of data and information management activities in country/multi-country or HQ; to design and implement global multi-country or country-based data strategies and systems; to ensure data and information activities are implemented in accordance with data privacy policies global data sharing agreements and data protection regulations; to communicate the status value and importance of data; to provide the data information and analysis needed for global analysis; and to identify risks and opportunities based on insights derived from data.
The Senior Information Management Associate reports to a more senior Information Management staff and normally supervises some support staff.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
Coordinate data and information management activities
- Support the relevant data and information management team and activities.
- Contribute to the development and implementation of information management systems.
- Communicate the status value and importance of data and information.
- Support the collection storage management and protection of data.
- Support consolidation of data systems including the interoperability of operational data and systems.
- Ensure consistency of data and results for analysis.
- Identify risks and opportunities based on insights derived from data.
- Improve data quality through field support capacity building monitoring and feedback.

Support with data and information management
- Support data management activities such as surveys secondary data reviews targeting and vulnerability assessments indicator definition population data profiling analysis GIS data visualisation maps official statistics and other data and information management activities.
- Support the analysis of primary and secondary data for interpretation and evidence-informed decision making.
- Provide training support.
- Support planning process (standards methodologies) quality assurance and technical advice on Theories of Change and indicators as well as with data management and analysis methods.
- Support data monitoring by providing quality assurance and technical advice to the monitoring methodologies data collection and analysis.

Undertake data and information management activities at the Multi-Country/Country or HQ level
- Provide and recommend tools and systems needed for information and data management activities.
- Analyse trends concerning changes at the outcome and impact levels.
- Develop internal and external information management products such as maps dashboards infographics.
- Ensure data is curated and stored in data registries and libraries in accordance with standards.
- Ensure data is used in accordance with the defined purposes.
- Work towards enhancing data literacy of staff and assist in interpretation the data.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

Context

UNHCR leads and coordinates the refugee response in Romania in support of the Government of Romania through the Regional Refugee Response Plan (RRP). This framework brings together 42 appealing partners including UN agencies international NGOs and national NGOs around a shared set of strategic objectives to respond to the needs of refugees in the country. Coordination is implemented through a series of sectoral working groups aligned with RRP sector workplans.
The Senior Information Management Associate is a core member of the Inter-Agency Coordination Unit and reports directly to the Assistant Inter-Agency Coordination Officer. The incumbent plays a central role in ensuring that refugee response planning and coordination are evidence-based data-driven and responsive to evolving needs. Being the lead for data in the RRP 2025/2026 proven expertise in RRP-related data managementincluding the RRP tools indicators data methodologies and coordination mechanismsare critical to ensure continuity and momentum.
As the lead on RRP data for thecycle the Associate is expected to provide continuous support to sector leads and inter-agency teams by collecting analyzing and visualizing data aligned with national and regional indicators. This includes maintaining sector-specific dashboards and additional ones like those tracking school enrollment employment or other priority areasand overseeing the RRP financial tracking database to monitor funding flows across partners. The incumbent is also responsible for managing the mapping of humanitarian services via UNHCRs Services Advisor platform ensuring timely updates and accurate coverage.
In addition to producing high-quality information products and analytical reports for use by coordination teams the Associate is expected to create customized tools and visualizations to support partner visibility and assist with strategic planning. Liaising regularly with RRP partners to solicit and verify data inputs often requiring persistence diplomacy and tact the Associate plays a critical role in ensuring shared ownership of data. The position also contributes to the Inter-Agency Coordination Units focus on localization by supporting local partners in their fundraising efforts through tailored data products and technical advice.
The successful candidate must be highly organized detail-oriented and able to work collaboratively across a wide network of stakeholders. A proactive mindset strong interpersonal skills and sound understanding of RRP-related tools indicators and coordination mechanisms are essential to ensure continuity and adaptability in this high-impact role.

Candidate profile
Reporting to the Assistant Inter-Agency Coordination Officer the Senior Information Management Associate will be expected to provide day-to-day technical support to sector leads and inter-agency teams involved in the implementation of the Regional Refugee Response Plan (RRP) in Romania.
The ideal candidate for the Senior Information Management Associate position is a dynamic and results-oriented professional with a strong combination of technical expertise diplomatic skills and inter-agency coordination experience. The candidate should demonstrate proven expertise in RRP-related data managementincluding the RRP software tools (like ActivityInfo financial tracking Services Advisor) indicators data methodologies and a proven ability to support multi-partner coordination including in-depth knowledge of RRP sectors and partners to ensure continuity and momentum of the RRP 2025/2026 cycle.

Key Competencies and Experience:
Information Management and Inter-Agency Coordination Support: Proven experience supporting sector groups with timely data collection and visualization applying RRP frameworks indicators and tools. Thorough knowledge of Romanias sectoral structure and its link to regional information systems is essential.
Partner Engagement and Data Sourcing: Demonstrated ability to build collaborative relationships with UN INGOs and local NGOs to encourage regular voluntary data reporting. Strong diplomatic and interpersonal skills are key.
Training and Capacity-Building: Proven experience in training and coaching partnersparticularly local NGOson the use of inter-agency data tools such as ActivityInfo Services Advisor and RRP dashboards. The ability to build partners analytical capacity and increase ownership of shared data products is essential.
Data Visualization and Reporting: Proven experience of creating and maintaining compelling dashboards infographics and analytical reports tailored to sectoral and strategic needs. Able to produce tools such as school enrollment dashboards employment data visualizations and financial tracking reports to inform decision-making.
Financial and Service Mapping: Experience maintaining service mapping tools (e.g. UNHCRs Services Advisor) and tracking financial flows across partners using RRP-built databases or information management systems.
Fundraising and Localization Support: Able to develop data products that help local partners showcase results and mobilize resources. Experience advising on fundraising tools and strategies aligned with localization goals.
Local Knowledge and Contextual Understanding: Fluency in Romanian and an in-depth understanding of the Romanian contextboth operational (i.e. which actors are involved in the refugee response) and politicalare essential to effectively implement the RRP and advance the localization agenda.

Technical Skills and Software Proficiency:
Advanced proficiency in Power BI MS Excel Power Query Activity Info and the Services Advisor platform with a demonstrated ability to build and maintain complex dashboards and manage reporting workflows.
Strong understanding of Business Intelligence database management and technological tools relevant to humanitarian coordination and reporting.

Soft Skills:
Proven track record of diplomatically securing timely data reporting from partners.
Service-minded and responsive to coordination needs.
Adaptable reliable and outcome-focused.
Able to work effectively under pressure in dynamic settings.
