Job Description

Pay Range:

$39.47 - $46.43 Hourly (DOE)

MONTROSE COUNTY BENEFIT INFORMATION:

2025 Montrose County Benefit Information

General Statement of Duties: Directs the development and implementation of complete program policies and procedures. Clearly defines program components; and provides standardization of goals policies and philosophies consistent with the Adopted Building Code Resolution in the unincorporated areas of Montrose County. Performs technical review of building permits and engages in field work necessary for the proper administration and enforcement of the above-described disciplines.

Supervision Received: Works under the direction of the Planning and Development Director and establishes methods and procedures for attaining specific goals and objectives and receives guidance in terms of broad goals.

Supervision Exercised: This position has no supervisory responsibilities.

Essential Functions: Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in positions of this class.

MINIMUM QUALIFICATIONS

Required Knowledge Skills and Abilities:

Education: High School graduate or equivalent. Bachelors degree in architecture civil engineering construction management or a closely related field is desired.

Experience: A minimum of five (5) years public building inspection standards development and plan checking including two (2) years in a responsible administrative capacity.Equivalent experience in construction management private building inspection quality control standards development and plan checking may be substituted.

Required Knowledge: Extensive knowledge and experience in the legal economic and political aspects of the building codes and flood prevention laws. Recognize and identify building code deviations with construction plans and structures. Research and investigation techniques data analysis evaluation and reporting. Plan and administer enforcement and educational programs and to interpret and apply pertinent laws rules and regulations. Thorough knowledge of structural analysis and design. Some knowledge of surveying practices drafting techniques math and algebra. Coordination of building/flood prevention program activitiesand OWTS program activitieswith other local state private and federal agencies.

Language Skills: Must have the ability to communicate effectively both verbally and in writing and the skill to organize materials and present information clearly and concisely in verbal and written form. Must be able to read understand and interpret complex documents. Must understand and follow verbal and written instructions. Must have proficient knowledge of the English language proper grammar punctuation and spelling in other oral and written communication and have understanding of current technical report and business correspondence writing techniques and methods. Must be able to read comprehend and apply laws rules regulations policies and standard operating procedures required for this position as well as technical reports procedure documents and manuals. Must be able to make effective and persuasive presentation on complex topics to a wide variety of audiences.

Interpersonal Skills: Must possess the ability to establish and maintain cooperative working relationships with fellow employees representatives of other agencies and organizations and members of the community. Have strong customer service orientation and work collaboratively within a team environment. Interact professionally and diplomatically with County employees other agencies and organizations and members of the community and manage difficult or emotional customer situations. Must have the skill to organize work flow and accomplish established objectives. Possess the ability to recognize when confidentiality is required and maintain strict confidentiality. Must maintain appropriate professional boundaries in relationships with customer/clients and the general public.

Mathematical Skills: Must have the ability to work with basic mathematical concepts such as addition subtraction multiplication and division and apply concepts such as fractions percentages ratios and proportions to practical situations.

Reasoning Skills: Must be able make rational decisions through sound logical and deductive processes and make sound judgments decision making problem solving while planning directing and monitoring the work of the agency. Must be able to analyze problems identify alternative solutions project consequences of proposed actions and recommend or implement best options in support of strategic goals and objectives. Consider concrete and abstract variables. Must have the ability to analyze appraise and organize facts evidence and precedents concerned in difficult and complex cases and present material in a clear and logical form including oral and written presentations briefs opinions orders or decisions. Must be able to successfully manage multiple projects and complete work under pressure pursuant to deadlines.

Office Technology/Computer Skills: Must be able to effectively use modern office technology and equipment including computers calculators telephone copiers with scanning and faxing capabilities. Must have fundamental experience with word processing database manipulation spread sheets email and the knowledge to save and retrieve documents from a variety of destinations and sources. Must be able to learn the software and programs related to the position and the County.

Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. . While performing the duties of this job the employee is frequently required to stand walk sit climb balance stoop kneel crouch crawl talk and hear. The employee is regularly required to use hands and fingers to handle feel or operate objects tools or controls and reach with hands and arms. The employee is occasionally required to smell. Manual labor will include shoveling lifting and general construction labor at times. Physical dexterity and mobility required to perform the job listed under Essential Functions. Perform manual tasks requiring the full range of body movements and work in inclement weather. Must be able to work in gravel mud deep snow and cover substantial distances over all types of terrain by foot if necessary. Physical ability and mobility to drive a motor vehicle to and from field and meetings as required. Frequent lifting up to chest level of 25 pounds. Specific vision abilities required by this job include close vision distance vision color vision depth perception peripheral vision and the ability to adjust focus. Ability to work extended shifts and attend training and meetings outside of regularly scheduled hours and the ability to work in stressful situations.

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing essential functions of this job. The employee will also frequently be out in the field and be exposed to extreme weather conditions terrain and other elements of nature. The noise level in the work environment is usually moderate but may be extreme depending on equipment being operated. There will be occasional exposure to loud noises. This position requires frequent exposure to chemicals and mechanical equipment. The employee frequently works near moving mechanical parts and is frequently exposed to wet or humid conditions and vibration. The employee occasionally works in high precarious places and occasionally exposed to fumes or airborne particles toxic or caustic chemicals and risks of electric shock. This job also operates in a professional office environment. This role routinely uses standard office equipment such as computers phones photocopiers filing cabinets and fax machines.

Special Requirements: Must possess and maintain a valid Colorado Drivers License and satisfactory driving record.

The following International Code Council National Certifications are highly desirable; B1 Residential Building Inspector B2 Commercial Building Inspector B3 Building Plans Examiner 14 Permit Technician 01 Certified Building Official.
