Main Purpose of Job

This position is responsible for the daily operations program quality and program development of the agencys Substance Exposed Newborn (SEN) program in the Family Preservation Services (FPS) program in the Family Services Division. The person in this position provides direct supervision to 3 MSWs LCSW-C supervisors who themselves supervise a total of 14 social workers and 2 family support workers. Family Preservation Services is the agencys primary ongoing in-home social work program for families at risk of child abuse and neglect. The agency is further mandated to respond to assess and develop a Safe Plan of Care for all infants born exposed to certain legal or illegal substances. The person in the position interacts on a regular basis with her administrative counterparts in the Health Department regional community hospitals Substance Abuse Treatment Programs the Juvenile Court Police Department States Attorneys Office the school system and other agencies. This position is an essential component of the agencys mission to protect vulnerable children and to provide high quality professional service to needy families.

POSITION DUTIES

  • Plan develop coordinate and evaluate the Substance Exposed Newborn (SEN) program. Develop polices and procedures consistent with State law and regulation to assure high quality service delivery. Interpret and explain relevant law regulation policy and procedures to program staff and other relevant parties.
  • Provide direct supervision to three MSW LCSW-C unit supervisors in the SEN program. Through direct supervision observation case record reviews and contact with program staff assure the delivery of high quality clinical and administrative supervision to front line staff in the program. Demonstrates knowledge of social work methodology public administration related to social services and relevant personnel practices.
  • Work on a variety of projects to improve coordination of services between major functional areas within the Family Services Division within the agency across divisional lines and between the agency and other child and family serving agencies. Develop internal and external resources intra-agency and inter-agency supports. Participate in intra-agency and inter-agency work groups and committees to address program and child welfare issues.
  • Develop implement and review administrative case review processes and other managerial processes within the program to enhance continuous quality improvement. Actively involve supervisors and frontline staff in the development of such practices.
  • Work on a variety of projects to improve coordination of services between major functional areas within the Family Services Division within the agency across divisional lines and between the agency and other child and family serving agencies. Develop internal and external resources intra-agency and inter-agency supports. Participate in intra-agency and inter-agency work groups and committees to address program and child welfare issues.
  • Identify training needs for supervisors and frontline staff. In conjunction with the agencys Human Resources Office assure that staff receives proper ongoing professional training.

MINIMUM QUALIFICATIONS

Education: A Masters degree in social work from an accredited collegeor university approved by the Council on Social WorkEducation.

Experience:Seven years of professional experience in a social work capacity in a public or private agency or institution five years must have been in an administrative supervisory or consultative capacity.

may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Workclassifications or Social Work specialty codes in the SocialScience Psychology and Welfare field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be clear and specific information on your application regardingyour qualifications.

Possession of an LCSW-C from the Maryland Board of Social Work is required.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will have demonstrated many or preferably all of the following:

  • Maryland Board Approved Social Work Supervisor.
  • One year of experience with child protective services.
  • Three years of child welfare experience.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Candidates forpositions in this classification must be licensed by the Maryland Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operators license valid in the State of Maryland.
