BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Nutrition and Food Quality Service is supported by various complex streams of funding as well as PSA and EB resources for the Divisions Country Offices and Regional Offices. The Consultant will report to the Team lead Finance Budget and Admin Officer to provide support activities and analytical work of limited complexity and support the collation maintenance analysis and reporting of information to maximise the effectiveness of services within the Nutrition and Food Quality Service.
In light of the ongoing organizational restructuring and increased demand for efficiency the consultant will also contribute to efforts aimed at streamlining financial and administrative processes enhancing accountability and mitigating spending risks during this transitional period.
In addition the position would cover all aspects of finance budget and administration support functions.
The Consultant will report directly to the Senior Finance Officer as well as support the delivery of budget and resource analysis and programming activities and/or provide support in Rome Global Office monitoring budgets forecasting reporting on key data and providing basic administrative and human resource functions that enable effective management of funds and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible.
Given the current operating environment the Consultant is expected to apply strong attention to risk-sensitive financial oversight and timely reporting to support informed decision-making and compliance with evolving corporate standards.
ACCOUNTABILITIES/RESPONSIBILITIES:
Maintain awareness of PPGN and WFPs finance and resource management strategies and major ongoing programmatic initiatives participating where appropriate using finance and resource management expertise
Report on PPGN essential data for financial status and outcomes of activities in accordance with corporate governance requirements ensuring accuracy deadlines and accounting processes are complied with clarity and accuracy.
Monitor budgets and carry out forecasting for new and ongoing activities according to established corporate procedures and requirements.
Identify potential areas of financial inefficiency or overspend in light of ongoing restructuring and recommend mitigation actions where appropriate.
Support on core administrative services working with procurement and service vendors and following standard processes to provide cost-effective quality and timely services to WFP staff.
Collate all relevant PPGN data and inputs and contribute to preparation of accurate and timely reporting providing the senior finance officer and management with financial staffing and resource usage information to enable them to make informed decisions.
Enhance timely and quality reporting processes in alignment with heightened organizational performance expectations and accountability measures
Track and collate data to support the Nutrition and Food Quality Service and others to improve policies systems and procedures in order to minimise financial risks improve the efficiency and effectiveness of nutrition operations and ensure services are aligned with business and investment case objectives.
Contribute to the delivery of financial controls and insight into performance supporting periodic risk and internal control assessments to identify areas which may present potential audit compliance or financial risks.
Provide financial management and budgetary support to Nutrition Activity managers in COs and Rome Global Office as required.
Support and create the Services budget and document activity of various streams and ensure relevant resource data is recorded in internal systems for reference in line with WFP standards and procedures.
Support and monitor fund utilisation of all funds including advance financing loan and borrowing/repayment and refinancing arrangements; and alert supervisors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses.
Support and draft Trust Fund related documents which include but are not limited to TF ceiling increases extensions and general consolidation of inputs and financial data.
Strengthen oversight of fund utilisation in response to increasing financial scrutiny including advance financing loan and borrowing/repayment and refinancing arrangements; and alert supervisors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses.
Support on all requests from PPG Front Office team as required.
Perform other duties as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Full support and satisfactory reporting to the Finance Officer and Team Lead Budget and Admin of the Service
All resources for project implementation are well monitored and tracked ensuring compliance with Financial Agreements and TDDs
All financial analysis and reports including donor reporting are produced on time with increased precision and alignment to evolving reporting standards.
Administrative processes are well supported and implemented including adherence to Internal controls
Contribute to ensuring Minimal unspent balance on all the Services resources.
All new resources are programmed and allocated on time
Adequate support to COs and Rome Global Office on grants and financial management
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Business Administration Finance Economics or other relevant field or First University degree with additional years of related work experience and/or training/course
Experience:
At least 3 years of experience - has performed standard financial analysis
on either office or operational budgets and provided analytical inputs for the development of budgets financial plans or analysis. Able to support and provide reports for senior management
Knowledge & Skills:
Good level and understanding of finance and budget tools.
Knowledge and ability to interpret and analyse data
Strong inter-personal skills
Ability to liaise with a wide range of people at all levels and across different cultures and to act with credibility and diplomacy
self-motivated; fully committed and motivated to achieve the aims of the World Food Programme.
Knowledge on SAP tableau and financial analytical tools are deemed relevant.
Languages: International Professional: Fluency (level C) in English language
