cFocus Software seeks a Principal Consultant to join our program supporting the United States Coast Guard (USCG). This position is on-site in Washington DC. This position requires TS/SCI Clearance
Qualifications:
Bachelors or Masters degree in Computer Science Cybersecurity Information Assurance or a related field.
Active TS/SCI clearance.
6 years of experience creating user information solutions; and in developing implementing and maintaining Java-based components and interfaces.
Duties:
Analyze science engineering business and other data processing problems to implement and improve computer systems.
Analyze user requirements procedures and problems to automate or improve existing systems and review computer system capabilities workflow and scheduling limitations.
Analyze or recommend commercially available software.
Define site objectives by analyzing user requirements; envisioning system features and functionality.
Design and develops user interfaces to internet/intranet applications by setting expectations and features priorities throughout development life cycle
Determine design methodologies and tool sets; completing programming using languages and software products; designing and conducting tests.
Recommend system solutions by comparing advantages and disadvantages of custom development and purchase alternatives.
Integrate applications by designing database architecture and server scripting; studying and establishing connectivity with network systems search engines and information servers.
Complete applications development by coordinating requirements schedules and activities; contributing to team meetings; troubleshooting development and production problems across multiple environments and operating platforms.
Support users by developing documentation and assistance tools.
Be skilled in Java Java Applets Web Programming Skills Teamwork Verbal Communication Web User Interface Design Software Requirements Software Development Process Object-Oriented Design (OOD) Multimedia Content Development and Software Debugging.
Data management Collaborate with information owners users and other stakeholders in the creation of policies for efficiently managing data at every stage of its lifecycle including data integration warehousing and database management.
Data governance Support the establishment of procedures and guidelines for handling data and ensuring compliance with applicable regulations and best practices.
Data security Support communication and cross-collaboration with CGCYBER and other cybersecurity organizations in the development of security measures to protect Coast Guard Intelligence data from unauthorized access and malicious attacks including encryption and regular monitoring of security systems.
Data strategy Assist with the development of the Coast Guard Intelligence Communitys data strategy; including policy development and effective exploitation of Intelligence data.
Data accountability Assist with the development of best practices for data governance and accountability for proper use of Intelligence data
Data value Develop metrics which describe the operational value of Intelligence data assets and platforms and assist with efforts to develop ways to improve data quality and integrity.
Data collaboration Assist with strategic communications to improve internal and external data sharing to ensure the data needs of all stakeholders are met and that data are used effectively
Data advocacy Support open data initiatives that increase transparency and access to data by both Coast Guard users as well as others in Federal State Local and other organizations as necessary to advance the mission of the Coast Guard Intelligence Program.
Project management during USCG Cloud Infrastructure pilots and enterprise programs.
Migration planning support and guidance for USCG workloads intended for public or joint U.S. Government (USG) AI hosting environments.
Collaborate with AI representatives at Joint conferences working groups symposiums and meetings.
Communicate USCG requirements strategy and goals to Joint AI Infrastructure stakeholders as well as report risks issues technical direction or changes to Joint AI Infrastructure function with to USCG stakeholders and senior leadership.
Research AI implementation best practices and assess USCGs alignment with the DIGITAL MODERNIZATION AI Infrastructure programmatic vision to provide recommendations for governance improvements in areas such as: resource optimization application rationalization migration planning data management defensive cyber operations and architecture
development.
Review As-Is USCG technical architecture artifacts to provide recommendations for technical enhancements in an effort to construct a best-of-breed AI architecture for USCG.
Contribute knowledge and recommendations toward the creation of an AI-focused workforce training and development plan for the USCG workforce.
Review USCG AI Infrastructure policies guides plans and regulations to assess DIGITAL MODERNIZATION program compliance impacts risks and completeness and make recommendations for improvement.
Research identify and analyze areas of the USCG AI implementation against industry standard performance measurements
Develop enterprise-wide metrics to assess compliance with the Coast Guard mission support business model (MSBM).
