You will be updated with latest job alerts via emailThe Chief Financial Officer reports directly to the Executive Director of the Arizona Board of Nursing and supervises a small staff responsible for procurement accounting grant reporting agency level budgeting payroll processing ensuring the interface between the states and agencies accounting systems are aligned and working properly and facilities management.
The work completed by the Chief Financial Officer is very exacting and requires a high degree of technical knowledge and competency.
Manages day-to-day budgeting and accounting operations including the general ledger accounts payable and receivable and balance sheet accounts. Prepares and reports financial statements in compliance with accounting principles and regulatory requirements. Monitors adherence to financial standards and regulations. Supervises the load of agency budgets and assists in their development
Performs daily accounting processes such as journal entries account reconciliation and general ledger maintenance. Conducts monthly analysis of revenue expenses and budget variances identifying the reasons for discrepancies. Performs monthly revenue reconciliation with the states accounting system. Serves as the primary contact for troubleshooting system accounting and reporting issues. Develops operational procedures and documentation of data flow. Prepares routine and ad-hoc financial reports for operational review and decision-making
Manages fiscal compliance tracking and federal reporting requirements for Grant 1803 under A.R.S. 36-1803. Coordinates with U.S. Congress-designated grant administrators the Governors Office and internal program teams to ensure timely and compliant execution of deliverables. Responsibilities include infrastructure cost tracking contract execution review sub-recipient monitoring and audit readiness
Serves as a core member of the Executive Leadership Team. Provides strategic budget direction financial modeling and cost-benefit analyses. Prepares legislative fiscal notes and conducts long-range financial planning. Leads internal controls financial policy development and performance measures for state reporting and Board oversight. Coordinates all external audits and financial risk mitigation initiatives. Participates in budget planning and directs/facilitates the loading of agency budgets within the accounting system. Assists in the preparation of financial reports for the Board
Responsible for oversight of payroll processing. Manages credit card activities and reconciliations. Oversees fixed asset accounting and inventory. Manages operational data ensuring its integrity and accuracy. Supervises accounts payable payroll travel and general ledger personnel. Oversees unit support of facilities and asset tracking
Advises management on accounting problems and the effects of accounting changes. Provides guidance on measures to revise program plans or current practices and improve financial management. Supports external auditors in their work. Coordinates and/or supports internal audit functions
Oversees all HR functions for the agency including recruitment employee relations compensation classification personnel actions and compliance with ADOA policies. Acts as the lead liaison between the Executive Director and ADOA HR consultants for complex personnel matters

Knowledge:
Comprehensive knowledge of principles concepts practices methods and techniques ofGenerally Accepted Accounting Principles governmental accounting and fiscal management
Federal regulations Arizona Revised Statutes applicable state and agency policies and procedures
Advanced level knowledge of various computer software programs with emphasis on Excel
Policies and procedures related to document management in a regulated public setting

Bachelors degree in related field AND 5 years of experience in accounting; OR 10 years of accounting OR equivalent combination of exp. training &/or education
