FLSA Status: ExemptSite/Location: Central OfficeReports to:Deputy SuperintendentDate:06/06/2025POSITION SUMMARY

The Director of Student Services provides strategic leadership oversight and coordination of a comprehensive range of services that support student well-being and academic success across the division. This role is responsible for ensuring effective implementation and compliance in key areas including counseling attendance mental health services behavior management Title IX compliance homebound instruction long-term suspension procedures and student policy review. The Director serves as a liaison among school staff students families and community partners to foster an inclusive safe and supportive learning environment.

ESSENTIAL FUNCTIONS
  • Oversee the administration of alternative education programs at all levels and act as the superintendents designee in the placement process for students recommended for alternative education.
  • Coordinate student discipline processes including but not limited to ensuring due process is provided training administrators in the appropriate use of discipline and support as well as coding and entering infractions reviewing and reporting on discipline data handling long-term suspension recommendations administrative appeals board appeals and alternative education placements.
  • Serve as the Discipline Supervisor for the school division thereby serving as the point of contact for parents students and community members for any questions or concerns about disciplinary matters and overseeing implementation of agreements with the Office of Civil Rights in these areas.
  • Coordinate student transitions from alternative programs back to base schools ensuring continuity of academic and behavioral supports.
  • Direct and monitor other general service programs to include truancy re-enrollment of incarcerated youth homebound and home-based instruction elementary reassignments homeless and foster care youth and placement of students into alternative education settings.
  • Ensure the seamless delivery of support services for students through cooperative collaborative and timely efforts with school-based administrators personnel in central office departments other school divisions parents and external organizations/agencies.
  • Recommend development of and/or revisions to policies regulations and procedures to be in compliance with federal and state laws as they relate to specific program areas and/or services for students.
  • Manage and evaluate all staff assigned to student services programs; participate in the selection training and evaluation of personnel.
  • Develop and oversee all grants related to student services student discipline alternative education and adult education including regional and state alternative education grants.
  • Develop recommendations related to financial resources needed for student services and oversee the approved budgets for all service areas within the Department of Student Services.
  • Work collaboratively with high school administrators to facilitate the transition of selected students from traditional high school programs to the GED.
  • Oversee adult education GED juvenile detention programs and the Restorative Academy program.
  • Develop implement and monitor behavior support systems aligned with the Virginia Department of Education (VDOE) guidelines.
  • Serve as the divisions Title IX Coordinator and ensure proper training and compliance with federal and state Title IX requirements.
  • Oversee investigations related to Title IX complaints and coordinate responses in accordance with applicable laws and policies.
  • Advise the School Board on policy implications and recommend changes based on legal and educational trends.
  • Coordinate division-wide truancy initiatives and compliance with compulsory attendance laws.
  • Monitor academic progress and data for students in alternative settings; ensure alignment with assessments interventions and graduation goals.
  • Collaborate with school teams to develop academic and career plans with clear measurable goals for student growth and successful reintegration.
  • Oversee division-wide mental health initiatives in coordination with school counselors school
    psychologists and external agencies.
  • Manage the identification eligibility determination and instructional support for students requiring homebound or home-based services.
  • Work with community stakeholders mental health providers and other community organizations to support at-risk students and families.
  • Performs other duties as assigned.

EDUCATION AND EXPERIENCE
  • Masters degree (preferred) and five years of successful experience in public education (preferred)
  • Must be eligible for a Virginia License in administration and supervision
  • A minimum of five years of experience in central or school administration with supervisory responsibilities (preferred)
KNOWLEDGE SKILLS AND ABILITIES
  • Solid knowledge and understanding of effective practices in child development program evaluation curriculum instruction assessment professional development federal grants state testing and educational technology
  • Solid knowledge and understanding of public school operations school law Virginia Department of Education requirements and federal state and local regulatory guidance
  • Skilled in the use of equitable practices that create a safe inclusive and supportive learning and work environment
  • Ability to lead/manage groups of people craft departmental vision goals and objectives and oversee division projects and initiatives
  • Excellent leadership skills and administrative experience in working with the School Board public families students and staff

SUPERVISORY RESPONSIBILITY
  • Directly supervises a team of 6-10 direct reports including but not limited to Student Services Supervisors Coordinators and office staff.
TRAVEL REQUIREMENTS
  • Reliable transportation necessary
  • Minimal travel within the division and the City of Lynchburg as needed
