Job Description

Job Responsibilities

Job Purpose:

The Chief Research Officer works under the coordination of the State Superintendent of Education and the Director of the Office of Research and Data Analysis (ORDA) to supervise the planning and implementation of research initiatives across the Department of Education. This role will drive evidence-based decision making by leading research efforts that inform educational policies initiatives and systemic improvements across K-12 education in South Carolina.

Responsibilities:

Develop a comprehensive research agenda aligned with the educational priorities and goals of the South Carolina Department of Education (SCDE). Lead the implementation of the research agenda prioritizing initiatives based on SCDE priorities potential impact feasibility and resource allocation.
Direct staff in planning and conducting research projects that evaluate the effectiveness and impact of existing educational policies programs and interventions through rigorous research methodologies. Provide actionable recommendations based on evaluation findings to improve educational outcomes.
Support greater transparency into data and processes for capturing and displaying student district and financial data including options for improved modelling and streamlined reporting and tracking that highlight educational trends and challenges based on research findings.
Establish partnerships with universities research institutions and other agencies to leverage resources and expertise in conducting impactful research.
Support cross-divisional research initiatives fostering strategic partnerships with executives and directors in carrying out SCDE-wide data and analysis services.
Serve as a thought leader in the educational research community preparing and presenting research reports white papers and presentations to communicate findings and recommendations to diverse audiences including policymakers educators and the public.
Foster a culture of continuous improvement throughout the Department of Education proactively identifying and proposing process and technology improvement opportunities. Regularly review and reassess to ensure they remain effective and aligned with Department goals.
Attract retain develop and grow high quality research and data analytics staff by maintaining an intellectual work environment conducive to forward-looking research innovation teamwork and continuous learning.

This position is located in the Office of Research and Data Analysis.

Minimum and Additional Requirements

A bachelors degree and relevant program management experience.

Preferred Qualifications

An advanced degree (Ph.D. preferred) in a quantitative or related field (such as Statistics Educational Statistics Economics Public Policy Data Analytics etc.).
Expertise with complex datasets research methodologies statistical analysis software data query and visualization tools (such as R Python SAS SPSS SQL NoSQL etc.). Preferred experience in data engineering including designing data models schemas and structures to support analytics reporting and querying needs (including Databricks Snowflake BigQuery etc.).
Proven experience in leading planning and conducting education or related research using statistical techniques to examine issues analyze performance evaluate educational interventions and translate research findings into actionable recommendations.
Commitment to continually building on existing knowledge and skills to be up to date on the latest technology and analysis innovations.
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies and effectively present complex research findings to diverse audiences.
Ability to lead and empower staff to reach both personal and statewide goals in solving problems and identifying unique solutions through technology and analysis.
Ability to foster a cooperative work environment across multiple teams and initiatives.
