Job Description



Position Title: Tax Clerk

Salary: $19.57 - $24.74

General Position Summary

Performs a variety of clerical support functions for the Property Manager/Tax Office serves as receptionist and assists the public. Additional duties to include manufactured home warrants seizures and ownership transfers.

Essential Functions
The following may not be all inclusive and other duties may be assigned.
Serves as receptionist or counter clerk answering routine inquiries and providing general information; refers callers to appropriate department or agency.

Requires proficiency in using a personal computer for data entry and document preparation as well as operating standard office equipment such as printers copiers scanners and other digital communication tools.

Accepts tax payments from the public; including posting tax payments received daily at the counter and by mail. Issues receipts for all monies received; closes out and balances the till on a regular basis. Enter all monies received/receipting into the Finance system.

Receives and distributes incoming mail and processes outgoing mail.

Assist in the processing and mailing of delinquent notices.

Assists with the foreclosure process including collection of money for these properties making sure that the correct amount of money for these properties is posted to the correct year assist with foreclosure mailings both regular and certified and assist with collecting necessary ownership documents for redemption of foreclosed property.

Updates notice of intent to warrant and warrant document for mailing and recording including preparing mailings both regular and certified for tax warrants and filing warrants in numerical order.

Run weekly report of tax warrants satisfied.

Assists with collecting proceeds from Property Sales auctions.

Explains the general functions and processes of the Tax/Property Management Office.

Explains the Oregon Property Assessment Taxation and Property Management methods not limited to Oregon Revised Statutes Oregon Administrative Rules and/or State Measures.

Assists the public by providing information relative to ownership valuation etc. as needed and assigned by Supervisor.

Will assist and be cross trained on other functions within the department for coverage when staff is on vacation and sick leave.

Perform other duties as assigned.

This position has no supervisory responsibilities.

Qualifications

Education Certification & Experience
High school diploma or general education degree (GED); or six months to one year related experience and/or training; or equivalent combination of education and experience.

Valid Drivers License

Knowledge Skills & Abilities
Language Skills Ability to read and interpret documents such as safety rules operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

Mathematical Skills Ability to calculate figures and amounts such as discounts interest commissions proportions percentages area circumference and volume. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.

Computer Skills To perform this job successfully an individual should have knowledge of accounting software; Internet software; Spreadsheet software and Word Processing software.

Work Schedule
The normal work schedule is 40 hours per week; exact schedules are assigned by management. It is the attendance standard of the employer that all employees be present and on time each shift they are scheduled to work. Full or partial absence during any scheduled shift arriving late or leaving early for whatever reason may result in disciplinary action up to and including termination of employment. Time off may be approved if allowed by applicable policies covering illness injury or other personal emergency.
