Job Description

Johnson County Office of the County Appraiser is looking for a qualified candidate to fill the position ofAppraiser II. The position is located at 11811 S Sunset Drive Suite 2100 Olathe KS 66061. This position provides excellent benefits including health insurance wellness programs and discounts retirement programs and various other discount programs.

This position will remain open until 9:00 pm Monday June 23 2025.

Appraiser II responsibilities include:

  • Obtains and verifies residential property information; locates correct property(s) while listing objective property characteristics with 95% accuracy and 90% accuracy for subjective data. Utilizes mobile sketch software and technology to measure new construction. Sketches 1st and 2nd floor areas and perimeters and collects data characteristics of new construction. Reviews new construction blueprints measures house draws and labels a proportional perimeter sketch representative of the construction or improvement ensuring measurements are within guidelines. Adheres to office deadlines and standards.
  • Completes physical inspections for miscellaneous permits gathering data through direct measurements and discussions with homeowner. Records and enters information in Computer Assisted Mass Appraisal (CAMA) system with the same accuracy measurements standards and deadline maintenance as other work.
  • Maintains and performs annual parcel review confirming data characteristics of 17% of all residential properties in the county. Conducts review of assigned properties once every six years and confirms data characteristics. Performs a physical field check of property documenting condition of property communicating with occupants re-measuring structure and ensuring attached features and site improvements are drawn recorded and that the current photo in County record depicts the property.
  • Conducts field interviews on recently sold parcels confirms and verifies characteristics listed in the county system as reflective of propertys actual characteristics and physical condition. Makes notes of corrections needed and reviews with District Appraiser/Regional Coordinators. Corrects discrepancies in relevant computer programs. Reviews Multiple Listing Service (MLS) records of realtor listings for property characteristics and reviews Sales Validation Questionnaires (COV) for pertinent information and documents discrepancies. Works closely with District Appraiser and Sales Validation Specialist to ensure information is correct and the sale meets validity standards. Collects data at a standard of 95% accuracy for objective data and 90% accuracy for subjective data. Completes work by meeting office deadlines unless approved by a Real Property Valuation Manager.
  • Assigns value that best represents fair market value based on analysis of property and market factors. Determines taxability and value of commercial properties using methods such as field inspections structural measurement calculation sales analysis market trend studies and income and expense analysis. Corrects property characteristics and provides feedback to supervisor on accuracy of model tendencies and neighborhood trends within office and state standards. Works with representatives within different city code departments to review blueprints and ensure information gathered through field inspections for new construction and miscellaneous permits is reflected in County records for the property with the same accuracy measurements standards and deadline maintenance as other work.
  • Conducts Informal and Payment Under Protest hearings. Answers questions and advises property owners on appraisal and appeal rights and processes documenting evidence both verbal and physical. Prepares and reviews documentation packets for hearings to defend the countys valuation of the property. Exchanges information with property owners or representatives either in person or through written or verbal correspondence. Schedules and performs inspections for all properties where discrepancies are determined through Informal hearings. Reviews analyzes and documents information gathered during hearing and field checks. Recommends a decision that best represents fair market value based on information available. Initiates preparing conducting and documenting small claims hearings. Ensures work is completed by meeting office deadlines unless approved by a Real Property Valuation Manager and office accuracy standards.
  • Responds to taxpayer inquiries and answers appraisal related questions including in the field and provides information to property owners or their representatives. Researches and provides records to property owners as requested utilizing software and technology and adhering to office deadlines and standards. Responds within 48 hours of the initial inquiry: 24-hour response is preferred.

Job Requirements

To be eligible for considerationforAppraiser II the candidate must have a high school diploma or equivalent. Associate or bachelors degree in Business Finance Economics Mathematics or Statistics or relevant field. preferred.

Candidate must have two (2) years of mass appraisal experience and two (2) valuation cycles of appraisal experience with full participation in each phase and be proficient in all types of residential property valuation.

Must be capable of maneuvering and reviewing a construction site able to lift 25 lbs. maintain a valid drivers license with an acceptable driving record and exposure to dogs are also required.

Must have taken and passed International Association of Assessing Officers (IAAO) courses 101 Fundamentals of Real Property Appraisal or equivalent course work. IAAO course 102 Income Approach to Valuation or equivalent course work.

Preferred qualification as anexperienced user of Microsoft Office applications. Pictometry (PICS) Automated Information Mapping System (AIMS) ORION or equivalent applications.

Registered Mass Appraiser (RMA) preferred.
