Job Description

Johnson County Library seeks a Program Operations Managers to work within the Program Department to oversee the resources and staff who implement and deliver Library Programs. The Program Operations Manager is adept at activating strategic plans by informing and supporting the design and development of programs and managing the implementation of programs. This individual leverages operations and people management skills along with the ability to develop internal and external relationships to deliver high-quality in-person and/or digital programs that align to the communitys needs and interests. This individual is highly collaborative and proficient at managing people and navigating the processes and procedures of the Program Department the Library and Johnson County. First review of applications will take place on June 18 2025. Other duties include:

  • Provides operational oversight of program delivery staff and resources guiding workplans based on industry and community research and trends on program delivery; utilizes best practices in program delivery; implements developmentally appropriate delivery mechanisms (in branch online via community outreach) based on intended audience; works with internal stakeholders to maximize the collective resources of the Library when delivering Library programs.
  • Engages with Program Coordinators and other Program Operations Managers to continually assess impact and outcomes of programs; supports the Program Manager in evaluating current programs or developing new program opportunities; implements changes or adjustments based on patron insights.
  • Assistants budget with contract management; reviews contracts; follows contract procedures; provides proper documentation; ensures staff are following county budget policy and procedures.
  • Collaborates and communicates with internal stakeholders as well as County and community partners to support the successful execution of all programs.
  • Maintains subject matter proficiency in intellectual freedom library science principles and program focus area; attends meetings conferences workshops and training sessions; reviews publications and other materials to become and remains current on principles practices and new developments in assigned work areas; participates on Library project teams and based on experience and/or need may serve as a lead to a Library Project.
  • Provides patron support and service in branches as needed.

Job Requirements

Minimum Job Requirements:

A bachelors degree in Education Literacy Event Management or relevant field is required. Two (2) years of experience in program or event planning is also required.

Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency.

Education/Experience Substitutions:

Experience may be substituted for education. Education may be substituted for experience.

Preferred Qualifications:

A masters degree in Library Science Education Literacy or relevant field is preferred. One (1) year of experience leading directing supervising or coordinating the work of others is also preferred.

Physical Environmental and Special Working Conditions:

All County employees may be called upon to assist other departments in a declared emergency situation.

May be required to respond on days/hours outside normal office hours.
