Post: PLANNING ENFORCEMENT OFFICER (Monitoring) Ref: PEO
Salary: 32380.92

Broxbourne Council is seeking a Planning Enforcement Officer to join our busy and dynamic Planning Enforcement team on a permanent full-time basis. This is a great opportunity to continue your professional development in planning enforcement.

The successful candidate will manage a complex caseload of enforcement related matters including temporary planning permissions and proactively monitor new developments to ensure that developments comply with planning regulations and the aims of Broxbourne Local Plan are realised. In this role you will investigate a range of cases provide specific specialist planning advice to resolve breaches conduct site inspections and safeguard development ensuring it is line with approved plans.

You should have some knowledge of Town Planning legislation with some practical experience of site inspections including the writing of notes taking photographs for evidence and dealing with customers.

About this role
To carry out site inspections on planning enforcement cases. Taking comprehensive notes and photographs and uploading them onto the Council internal management systems.
To understand the Permitted Development rights for development.
To carry out site inspections for S106 legal clause discharge and housing development monitoring and reporting back to the Planning Policy Section on-site inspection findings.
To liaise with the other officers in the Enforcement Team reporting back on-site inspections accompanying them on more complex site visits.
To complete customer correspondence for sites which after inspecting do not require planning permission.

Key responsibilities include
Support the Principal Planning Enforcement Officer in the investigating and monitoring of alleged breaches of planning control.
To seek to resolve through negotiation any breaches of planning control to safeguard the public and protect the environment of the borough.
Maintain records of all investigations and ensure that any evidence is presented in a logical and coherent manner.
Make recommendations as to the appropriate course of action to address any alleged breach of planning control.

You will need
Proven experience dealing with the public with excellent negotiation skills
Proven investigative and/or planning experience
GCSEs (5 A-Cs or equivalent including Maths and English)
Good level of IT skills - MS Office
Communicates effectively at all levels (excellent verbal and written skills)

Special Conditions
Ability to travel
Valid driving licence and use of a car for business purposes where necessary
