Description

Job Summary: Under the supervision of the CEO the Human Resources Director is responsible for enhancing departmental function by overseeing the HRIS workflow processes employee benefits maintaining personnel audit requirements maintaining employee handbook and HR policies and procedures. This employee is tasked with the strategic management of the Human Resources function. This includes but not limited to recruiting retention orientation workers compensation unemployment investigations & corrective action (in collaboration with QA involving a client) and performance management. Advise managers on organizational policy matters related to personnel such as attendance harassment and recommend needed changes. This employee will oversee recruiting interviewing background checks and hiring of staff. Consult with administrative team on strategic planning serve as a culture change agent and the link between the organizations management and its employees.

Duties and Responsibilities:

  • Provided a dedicated and effective HR presence to employees that covers absences paid time off internal grievances medical leave and benefits.
  • Responsible for the lifecycle of each employee from application through termination
  • Direct creation and approve job requisitions
  • Update new employee orientation to provide better introduction to the organization and in collaboration with Managers provide new employees with the information necessary to perform their duties
  • In collaboration with respective manager oversee training requirements and scheduling to ensure all staff receive adequate training to perform the essential functions of their job; Coordinates onsite trainings requirements
  • In collaboration with manager and Finance attests referral bonus and documents are maintained and paid properly; and identify temporary programs or program enhancements to increase staffing
  • Handle employee relations issues including investigations documentation corrective actions and performance management (HRD); Track records of employee disputes complaints and grievances
  • Ensures that the HR Department is compliant State and Federal licensing and regulatory laws
  • In collaboration with CEO work with legal representative on personnel matters requiring oversight
  • Administer and explain company personnel policies benefits and procedures to managers employees and applicants and making policy and procedure changes as appropriate
  • Supervise and be point of contact for questions for employee benefit programs including health dental vision voluntary benefits HRIS administration workers compensation unemployment compensation COBRA FMLA and STDL administration as well as other benefit plans and assures benefit enrollment completion for eligible employees
  • Assist with time and attendance and troubleshooting access issues
  • Conduct a semi-annual analysis of local comparative pay for positions (October & May).
  • Maintain an agency wide salary analysis plan and provide analysis for new positions and make recommendations for salary increases based on funding availability
  • Work with Executive Leadership and the Leadership Team to identify training needs of management and staff members
  • Prepares analyzes and distributes HRIS reports including time to hire exit interviews engagement and satisfaction surveys and performance evaluation summaries
  • Coordinates with Align HR to prepare federal annual EEO and OSHA reports
  • Review and update personnel related forms to ensure consistency and uniformity.
  • Interpret and education of procedures in employee handbook.
  • Establish annual HR objectives and goals
  • Assist with processing payroll if necessary
  • Evaluates performance management system to ensure effectiveness
  • Maintain records of medical leave and leave timesheets
  • Verify i-9 documents
  • Conducts exit interviews
  • Enforces an equitable and diverse workforce initiative
  • Administrator and management of Learning Management System (LMS)
  • Provide support to HR staff and management
  • Reinforces organization expectations and requirements
  • Identifies process for auditing of HR and employee related forms to ensure forms are current and compliant
  • Maintains the highest level of discretion and confidentiality
  • Preform other duties as assigned

Education and Experience:

Requires Bachelor Degree in in human resources business administration organizational development or related field with 2-4 years of mid-level HR job duties. Prefers Masters Degree in human resources management organizational development or business administration with PHR/SHRM-CP Certification. Prefers four (4) years experience with HRIS management recruitment and orientation facilitation

Must have valid drivers license and proof of automobile insurance as required.
