Summary

This position requires knowledge of veteran benefits and services including local state and federal laws and legislation. Requires daily contact with the public responsible for the preparation of reports to the Veterans Administration and assesses specific concerns and provides direction and insight toward the proper agency department head or county government office. Individual is responsible for performing a wide variety of clerical technical and administrative work in support of the Veteran Services Office.

Essential Duties and Responsibilities

To perform this job successfully an individual must be able to perform each essential duty satisfactorily. Duties include the following:
  • Assists veterans surviving spouses and/or children to establish eligibility for a pension compensation or dependency indemnity compensation etc.; and performs the most complex work including assistance in obtaining required veteran documentation accurate filing maintenance of veteran records and research of veteran information.
  • Interprets and explains Department of Veteran Affairs decisions laws and regulations in response to filing for veteran benefits inquiries and complaints; refers inquiries as appropriate.
  • Receives and processes documents including DD-214s; birth marriage divorce and death certificates; reviews documents for accuracy and completeness and submits for proof support of veteran and/or dependent claim(s).
  • Interprets and applies laws regulations policies and procedures applicable to the assigned area of responsibility.
  • Participates in the development and implementation of goals objectives policies and priorities for the veteran benefit function; identifies veteran and/or dependent needs and implements filing procedures.
  • Performs all offices tasks in the absence of the Veterans Services Officer.
  • Plans and participates in a wide variety of general clerical work including the maintenance of accurate and detailed logs and records verification of information accuracy researching discrepancies and submittal of federal and state documents.
  • Prepares types and/or proofreads a variety of documents including general correspondence required reports memoranda and statistical records.
  • Reviews departmental policies and procedures in determining completeness of applications required reports memoranda and statistical records.
  • Maintains calendars and schedules of activities meetings and various events and coordinates activities with other county departments the public and outside agencies.
  • Provides information and forms to the public and assists in the completion collection and processing of claim forms.
  • Attends and participates in professional group meeting and stays abreast of new changes and programs for the veterans benefit function.
  • Compiles data for special projects and collects assembles and presents the data background materials.
  • Gives briefings/presentations to various local businesses and organizations about veterans benefits and procedures.
  • Attendance is an essential function of the job.

Mandatory Qualifications

EDUCATION and/or EXPERIENCE
High school diploma or GED equivalent required; must have at least three (3) years of clerical/office experience. Must have served on active duty in a branch of the Armed Forces of the United States. Must have served for at least one (1) year or have a service-connected disability with at least six (6) months of service. Must have been honorably discharged. Must become certified by the Texas Veterans Commission within the first year of employment attend one (1) training recertification per year and pass the recertification test. Must have a valid Texas driver license and reliable transportation. Individual must be able to accurately type at least 30 words per minute with minimal errors.
OTHER SKILLS AND ABILITIES
Other specialized job requirements are the ability to type computer skills good listening skills and attention to detail when filling out various VA forms. Ability to work independently on complex veteran and family issues.

Desired Minimum Qualifications

LANGUAGE SKILLS
Ability to read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Ability to write reports business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers clients customers and the public.
MATHEMATICAL SKILLS
Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
PHYSICAL DEMANDS

Specific vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and the ability to adjust focus. Individual must pass a pre-employment physical exam and drug test paid by Comal County.
