Job Description

Overview

The Project Officer will act as a main point of contact for the assigned projects and will work in close collaboration with relevant staff and country offices to provide support and guidance for the duration of the project lifecycle. She will serve as the focal point for all project communications and knowledge management.

The Project Officer will develop and deliver solutions to further enhance effectiveness of the projects and the delivery of services within the established scope budget and timelines for the supported area. This position is accountable for ensuring that strong project management methodology communication tools practices and tools are being applied. Supports budget development and review as needed.

This position will proactively identify opportunities to implement quality improvement and assurance initiatives in the assigned project area.

Additionally this position will support New Program Development (NPD) initiatives.

Responsibilities

Communications and Knowledge Management

  • Support the development and implementation of revised Project communication strategy
  • Support writing of results and success stories across the project
  • Ensure adherence to branding and compliance requirements
  • Craft narratives using digital tools and creating content for various platforms.
  • Developing a range of communication products such as newsletters brochures and fact sheets.
  • Ensuring that all program documents are organized and accessible.
  • Assisting program teams in developing reports presentations and other materials.
  • Contribute and help design and format all project and technical documents and products.
  • Support MEL team with relevant collation of data reporting as needed.

Start-Up Activities

  • Acts as a partner and provides specialized support to Country Office(s) in the development of high-quality workplans and project charters in alignment with program strategy and scope
  • May partner with members of the Project Team to establish working parameters and guidelines
  • Initiates start-up activities and after action reviews
  • Analyzes the feasibility and potential impact of new initiatives process improvements solutions; provides recommended course of action

Implementation & Control Activities

  • Interprets and advises Project teams on the effective application of project management practices and methodologies ensuring compliance with Jhpiegos internal Project Management curricula requirements ()
  • Manages and monitors project management standards for assigned project
  • Interprets internal / external challenges in the industry environment; recommends course of action and best practices to improve processes and/or services
  • Solves moderately complex problems requiring analysis of multiple variables including consultation with multiple stakeholders i.e. workplans budgets
  • Ensures the quality delivery of workplans and progress reports are delivered on-time to appropriate stakeholders
  • Identifies opportunities to improve policies and supporting materials to increase their effectiveness for employees people managers and partners while meeting compliance and business objectives
  • Identifies programmatic issues concerns and gaps of high concern or impact to the delivery of services; initiates investigations / problem resolution within defined parameters and escalates as needed
  • Monitors and assesses service productivity and efficiency levels within assigned project(s) and escalates any technical project management financial and/or compliance concerns as needed
  • Ensures knowledge management is maintained for all projects
  • Contributes to reports for the Leadership Team with highlights / updates on programming within the assigned area

Close-Out Activities

  • Manages close out process according to internal processes and donor guidelines
  • Conducts After Action Reviews for closed out projects
  • Ensures quality final report is delivered

Required Qualifications

  • Graduate Degree i.e. MPH with 3 years relevant working experience.
  • Certified in (Jhpiegos internal project management curricula) or Project Management for Development Professional (DPro). If these certifications have not been completed the successful candidate must completewithin 60 days of hire.
  • Proven experience in workplan development reviewing quarterly and annual reports providing budget inputs and conducting program close-out
  • Understanding of basic financial management principles and budgeting
  • Strong understanding of at least 2 technical areas Jhpiego works in with strong preference for HIV prevention programming experience
  • Knowledge of USG rules and regulations
  • Strong organizational skills

  • Travel: Ability to travel 30%
  • Fluent in written and spoken English
  • Fluency in a second language (French Portuguese or Spanish) preferred but not required

The salary range for this role is expected to be: $63095 - $77773

Total Rewards:


The referenced salary range is based on Johns Hopkins Universitys good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location work experience market conditions education/training and skill level. Johns Hopkins offers a total rewards package that supports our employees health life career and retirement. JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
