JOB SUMMARY

The Health and Safety Manager is an important new role. It ensures the health safety and wellbeing of all employees trades and subcontractors across Blackstones growing number of clean energy infrastructure construction sites across Ontario. As the H&S Manager you will report to the Director of the Project Management Office (PMO) and be responsible for developing and implementing occupational health and safety programs which includes ongoing safety training and documentation. You will serve as Chair of the Joint Health and Safety Committee (JHSC) ensuring the company promotes a proactive safety culture across all parts of the organization.

This is a hybrid role that will be based 1-2 days a week at the Blackstone head office (2323 Yonge St.) with regular site visits required 2-3 days a week at construction sites located within a 1.5 hour drive radius of the GTA (note: mileage will be reimbursed).



KEY RESPONSIBILITIES



  1. Health & Safety Leadership
    • Develop and lead the companys health and safety program across multiple construction sites throughout Ontario.
    • Set safety performance goals KPIs and lead initiatives that promote continuous improvement.
    • Serve as the main point of contact for all health and safety matters for internal teams and subcontractors.
  2. Regulatory Compliance
    • Ensure full compliance with the Ontario Occupational Health and Safety Act (OHSA) Ministry of Labour Immigration Training and Skills Development (MLITSD) requirements and other applicable provincial regulations.
    • Stay up to date on changes in legislation and ensure timely implementation of new requirements.
  3. Inspections Audits & Risk Assessments
    • Conduct regular site inspections internal audits and job hazard analyses (JHAs).
    • Identify safety risks recommend corrective actions and monitor resolution effectiveness.
    • Maintain appropriate inspection records and safety documentation in accordance with Ontario regulations.
  4. Incident Response & Investigation
    • Lead investigations into incidents injuries and near misses.
    • Determine root causes recommend corrective actions and file necessary reports with regulatory bodies (e.g. WSIB MLITSD).
    • Ensure proper documentation and follow-up on all safety-related incidents.
  5. Training & Communication
    • Develop and deliver mandatory and site-specific training (e.g. WHMIS working at heights fall protection PPE use).
    • Maintain training records and ensure all workers and subcontractors are properly trained and certified as required by law.
    • Conduct toolbox talks safety stand-downs and regular safety communications.
  6. Contractor/Subcontractor Management
    • Review and approve subcontractor health and safety plans and procedures.
    • Ensure all external contractors and trades are compliant with site-specific safety policies and the OHSA.
    • Monitor subcontractor performance and enforce corrective actions as needed.
  7. JHSC Leadership
    • Act as Chair of the companys Joint Health and Safety Committee in accordance with Ontario OHSA requirements.
    • Coordinate and lead regular JHSC meetings ensure agenda and minutes are maintained and that follow-up actions are implemented.
    • Promote collaboration between workers and management on all safety-related concerns and initiatives.
  8. Reporting & Documentation
    • Prepare monthly safety reports site audit summaries and performance dashboards for senior leadership.
    • Maintain all safety-related documentation including site safety plans SDS WSIB reporting and training records using the Companys digital safety management platform.
    • Manage incident logs corrective action tracking and internal compliance audits.

QUALIFICATIONS:



  • Education: Diploma or degree in Occupational Health and Safety Environmental Studies Construction Management or a related field.
  • 57 years of relevant health and safety experience in the construction or energy sector in Ontario including experience overseeing multiple construction sites
  • Demonstrated experience managing a JHSC or similar committee.
  • Familiarity with construction industry digital safety management platforms such as Procore Salus and/or SiteDocs.
  • In-depth knowledge of the Ontario OHSA and other relevant legislation.
  • Strong leadership and communication skills to influence diverse teams.
  • Analytical and problem-solving skills for risk mitigation and root cause analysis.
  • Proven ability to train engage and motivate workers around health and safety.
  • High attention to detail and excellent organizational skills.
  • Willingness to travel regularly to construction sites across Ontario (approx 10-15 sites mostly concentrated within a 1.5 hour drive from Toronto)
  • Certifications required:
    • Certified Registered Safety Professional (CRSP) or equivalent.
    • JHSC Certification (Part 1 and Part 2) as required by Ontario regulations.
    • Working at Heights Trainer (preferred).
    • Valid WHMIS 2015 and First Aid/CPR certifications.
