Description of Work


The Mission of the Department of Public Instruction:
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the states public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

The North Carolina Department of Public Instructionis seeking applicants for a Business Systems Analyst Supervisor (Working Title: PSU Systems Support Supervisor) for our Office of Financial Business Services/Division of School Business/PSU Program Support.

The Office of School Business Services (SBS) of the Department of Public Instruction is part of Financial and Business Services. SBS has 3 primary areas of operation and 5 sections: School Data Analytics and Modernization has a Manager 2 sections and 10 staff; PSU Budget and Program Support has a Manager 2 sections and 10 staff; and PSU Monitoring/Compliance has a Manager 1 section and 6 staff. Overall SBS supports the entire agency the 115 Local Education Agencies (LEAs) all charter schools and other educational entities the State Board of Education the Governors Office the General Assembly staff and the taxpayers of North Carolina. It has the oversight of over $12.5 billion in State dollars $1.8 billion of federal funds $1.5 billion of capital funds as well as other federal programs such as School Nutrition services etc. SBS is responsible for the State Public School Fund Budget the allocations of funding to LEAs and charter schools and non-profits; collecting and accounting for the public school expenditures; monitoring and compliance of the use of the public funds; analysis and reporting of the financial personnel and aggregate student data; the development of the policies related to public school compensation allocation of State and Federal funds and Student accounting.

This position is responsible for ensuring all data reported to the Division of School Business as it pertains to financial and student data collected from the local education agencies (LEAs) charters regional and laboratory schools is accurate and complete. This includes financial salary and student systems for which School Business is the business owner. These systems (Education Directory & Demographical Information Exchange-EDDIE; Cash-App for transfers of cash to PSUs Uniform Education Reporting System-UERS; etc. ) are relied upon statewide to account for $12 billion in State federal and local funds accounting for 38% of the state general fund salaries of 180000 personnel Average Daily Membership (ADM) Principals Monthly Report (PMR) Average Daily Attendance (ADA) Grade Race Sex and High School Graduate Data. This position provides management and oversight of the systems and business processes in the PSU Program Support section. This position ensures that operational procedural and regulatory requirements are met. This position advises the development of new systems and new business and system processes and manages staff in requirements gathering assisting Technology Services in developing implementation and training.

This position will be leading the section that provides the guidance support and training for both the PSUs and how their operations in the school districts are impacted by DPI/State systems legislation etc. This position will guide the section that helps ensure all system development can be implemented effectively by the PSUs and helps reconcile all the data received from the school districts.

These tasks are performed with the assistance of four staff supervised by this position. To accomplish this the position must review and interpret current State and Federal legislation and Board of Education policy and develop update and maintain accurate reporting and auditing of financial and student data.

This position must be thoroughly of data/business systems accounting methods and be knowledgeable of DPIs strategic priorities and the implications those priorities have on the reporting needs of the agency and be able to provide the informational data necessary for leaderships decision making. This position works closely with all levels of staff within DPI external financial vendors and LEAs charter regional and laboratory personnel. This position is responsible for establishing strict controls policies and analytical methodologies to ensure the most consistent and the highest quality of data is presented at all times.

This is a hybrid posisiton but must be on-site three days per week.

Knowledge Skills and Abilities / Competencies

  • Demonstrated experience in PSU Financial Operations or similar experience in business fiscal operations (including execution and supervising payroll accounting operations budget development etc.).



Minimum Education and Experience Requirements

Bachelors degree in accounting business finance or other discipline related to the area of assignment from appropriately accredited institution and four years of progressive experience of which at least two are supervisory or involved significant experience as a project leader in the area of assignment; or equivalent combination of education and experience.
