This Position Is Funded In Part Through Federal Funds.


The North Carolina Department of Health and Human Services (DHHS) is seeking an Application Systems Manager II to lead implementation and operations of electronic health record (EHR) applications for laboratory pharmacy and analytics systems. This position manages the lifecycle and ongoing support of Epic and non-Epic applications including Beaker Willow Cogito Cosmos Bridges Mirth and other related modules. The role is situated within the Information Technology Divisions Implementation and Operations Section supporting all 13 Division of State Operated Healthcare Facilities (DSOHF).

This position provides leadership across project management technical operations and personnel supervision. The manager ensures adoption upgrades and integration readiness of EHR systems and serves as a strategic partner in technology planning. Collaboration with program leaders application peers vendors and governance bodies is essential to maintain performance and alignment with organizational goals.

Key Duties Include:
  • Lead implementation operations and maintenance of core EHR and non-EHR applications

  • Supervise a team of 810 analysts and technical staff

  • Coordinate with cross-functional stakeholders and external vendors

  • Provide strategic guidance on application usage and roadmap planning

  • Monitor compliance with IT policies security standards and federal/state regulations

  • Manage application lifecycle including releases upgrades and enhancements

  • Support integration and interoperability with third-party systems

  • Evaluate performance metrics and recommend process improvements

  • Participate in budget planning and resource allocation for application systems

  • Oversee staff development performance reviews and recruitment

Bachelors degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and six years progressive experience including at least three years of experience in supervisory capacity

Associate degree in computer science or an IT related field or other related technical degree from an appropriately accredited institution and seven years progressive experience including at least three years of experience in supervisory capacity
OR
An equivalent combination of education and experience
