SUMMARY

The Compliance Reporting Specialist Lead will serve as the senior compliance authority assigned primarily to the Bank of America Stadium and Panthers Fieldhouse renovation projects. This role will oversee the full lifecycle of inclusion compliance efforts from data governance to stakeholder reportingensuring these high-profile projects are supported with best-in-class performance tracking and program accountability. This position will be responsible for producing high-quality analytical reports identifying risks and providing performance intelligence to both internal leadership and external partners and stakeholders. While this position is primarily dedicated to compliance responsibilities for the stadium project it may also support additional compliance activities across other Charlotte Business Inclusion initiatives as needed.

Key Responsibilities:

  • Lead all compliance tracking and reporting efforts specific to the stadium project including participation metrics vendor performance and subcontractor goal achievement

  • Design and manage quarterly and annual compliance reports aligned with Council goals project benchmarks and internal audit protocols

  • Develop and implement performance dashboards to support real-time reporting and visualization of MWSBE utilization

  • Identify process gaps and implement risk mitigation strategies to ensure program compliance

  • Partner in collaboration with all City departments and project contractors to provide timely data validation and resolution of discrepancies

  • Serve as the senior liaison with external compliance auditors or independent monitors assigned to the stadium project

  • Coordinate and train junior compliance staff including assigning work reviewing outputs and ensuring alignment with strategic objectives

  • Continuously assess national compliance trends and technologies to inform data strategy and performance improvement

  • Support internal stakeholders with technical assistance outreach and engagement training and presentations as needed

Required Knowledge Skills & Abilities:

  • Advanced knowledge of business inclusion and supplier diversity programs federal/state/local compliance frameworks and data reporting systems (e.g. B2GNow Bonfire PeopleSoft Workday)

  • Familiarity with government contract methods state statutes and other applicable regulations to ensure compliance with municipal contracting requirements

  • Strong experience in analytics audit processes and evaluating program effectiveness through both qualitative and quantitative data

  • Demonstrated success working with large-scale capital projects or high-visibility public-private partnerships

  • Excellent critical thinking and communication skills; must be comfortable presenting complex data to City leadership and external stakeholders

  • Ability to lead others manage competing priorities and execute high-quality deliverables under pressure

  • Familiarity with risk assessment methodologies internal controls and continuous improvement principles

Preferred Qualifications:

  • Bachelors or Masters degree in Public Administration Business Analytics Data Science Urban Policy or related field

  • Minimum of five years of experience in compliance or performance reporting with an emphasis on government contracting MWBE/DBE programs or supplier diversity

  • Ability to understand assess and conduct site visits on active projects when necessary

Minimum Qualifications:

Bachelors Degree in Business Analytics Data Science Urban Policy or related field with three to five years of related experience.

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
