Job Description

Overview

This management position is a member of the Executive Management Team. This position serves as the chief financial strategist and is responsible for the financial development and management of the Norfolk Airport Authoritys operating budget financial and fiscal programs investments and continued growth of the Authoritys revenue. This position is responsible for leading the finance and IT departments securing and managing funding for the capital improvement program internal audits commercial insurance coverage regulatory compliance preparation of current financial reports and summaries and forecasting future growth. Manages and supervises staff in achievement of department objectives.

Responsibilities

ESSENTIAL JOB FUNCTIONS:
The following duties are typical for this position.
Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  1. Provides executive oversight of the Finance and IT Departments. Fosters a growth oriented positive and encouraging environment while keeping employees and management accountable to company policies procedures and guidelines. Provides strategic leadership and direction to staff and communicates associated goals.
  2. Coordinates with other members of the Executive Management Team to establish the strategic direction and meet the objectives of the Norfolk Airport Authority.
  3. Possesses and maintains technical and managerial competency in accounting and control auditing budgeting and forecasting financial analysis and planning debt issuance and management financial risk analysis and management.
  4. Responsible for preparation of all financial statements including income statements balance sheets and governmental agency reports. Analyzes and manages cash flow cost controls and expenses and financial statements to identify areas of strength and weaknesses.
  5. Develops and manages a detailed and realistic operational budget within the Authoritys fiscal plan and monitors budget compliance. Responsible for development and implementation of Airline Rates and Charges. Exercises diligence in carrying out fiduciary responsibilities.
  6. Studies short and long-range economic trends and projects their impact on future growth.
  7. Oversees the financial aspects of the Authoritys grant programs as well as the application and financial aspects of Passenger Facility Charges and other charges ensuring compliance with finance related airport operator regulations.
  8. Oversees investment of Authoritys funds.
  9. Oversees capital financing activities including financing strategies bond issuance process rating agency relationships investor communications legal compliance and ongoing management of debt portfolio. Secures capital financing (i.e. bonds etc.) by recognizing needs determining proper actions and arranging for financing of the approved needs. Develops and maintains relationships with banking lending rating agency and consulting firms.
  10. Coordinates the annual independent audit.
  11. Develops and administers appropriate policies and procedures necessary or desirable for the effective and efficient operation of the positions areas of responsibilities. Directs the continuous review of existing processes and procedures and develop new processes and procedures that improve effectiveness and ensure reporting compliance.
  12. Identifies develops and executes analysis and proformas of business initiatives. Utilizes forward-looking models and activity-based analyses to provide financial insight into the Authoritys plans and operating budget.
  13. Manages non-Human Resources insurance policies.
  14. Measures progress toward goal accomplishment aligned with the organizations Strategic Plan and ensures work efforts are aligned with the Strategic Plan priorities. In consultation with the EMT creates manages and tracks Key Performance Indicators (KPI) related to the Authoritys Employee Performance Bonus program.
  15. Manages assigned project initiatives and projects of direct reports.
  16. Participates in selection hiring and development of staff.
  17. Executes contracts and other written instruments as authorized.
  18. Represents the NAA at specific meetings and engagements as assigned by the CEO.
  19. Assume additional duties and responsibilities as assigned by the CEO or EVP.
  20. Performs all other duties as assigned and directed.
  21. Adhere to all Authority personnel policies and departmental guidelines.

Qualifications

EDUCATION AND EXPERIENCE GUIDELINES:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be:

EDUCATION/TRAINING:

  1. Bachelors degree in finance accounting business administration or related field is required.
  2. Masters Degree is preferred.

EXPERIENCE:

  1. Ten years of progressively responsible management and supervisory experience required.
  2. Five years of finance management experience at a small medium or large hub airport is preferred.

CERTIFICATIONS:

  1. CPA is preferred.
  2. Certified Member with the American Association of Airport Executives preferred.
  3. Accredited Airport Executive certification with the American Association of Airport Executives desired.

SPECIAL REQUIREMENTS:

  1. Possess a valid drivers license and must meet NAA driving record requirements.
  2. Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.
  3. Must successfully complete NIMSand 800 course requirements within first year of assuming the position
