JOB SUMMARY
Performs a wide variety of highly responsible and complex tasks related to the processing of new employee records. Maintains ongoing communications with newly hired employees HR Managers and Recruiters to ensure accuracy with the salary computation and processing of all aspects of new hire paperwork while adhering to established deadlines. The ability to multi-task and function in an environment with changing priorities is essential. Annual leave limited during specified time frames.

ESSENTIAL DUTIES/RESPONSIBILITIES
- Processes and enters new hire records into HR systems. Audits all input to ensure accuracy following cut-off deadlines established to ensure pay and benefits are activated correctly. Follows all established payroll guidelines and procedures.
- Ensures quoted salary step by comparing documented previous employment and education to negotiated salary scales and notifies Recruiters of any discrepancies. Calculates and verifies eligibility for long term assignment experience credit for a substitute.
- Administers new hire employee processing sessions. Verifies eligibility to work in the United States and collects documentation to complete onboarding.
- Creates and maintains Official Personnel Files (OPF) for new employees ensuring necessary documents and signatures are included. Follows up on missing or incorrect information.
- Provides instruction and procedural information to schools and offices on the proper use of applicable HR systems. Assists prospective employees regarding application and other procedural issues.
- Assists in daily procedures for all HR systems including but not limited to Human Resources Information Systems (HRIS) Substitute System and Applicant Tracking System. Assists with planning and scheduling of events to support recruitment and retention efforts. Assists with special projects and provides administrative support as needed.
- Provides and responds to Maryland Department of Labor and Licensing unemployment claims and other requests for information. Attend unemployment hearings when necessary.
- Audits team members entry of new employee data to ensure accuracy. Supports professional staff by proofreading work for initial revision correcting grammar spelling punctuation and formatting errors.
- Performs other related duties as assigned within the same classification or lower.

Education
- High School Diploma or Equivalency Certificate required.
- Associates Degree in applicable field of education from a regionally accredited college or university preferred.
Experience
- Four (4) years office or related experience required.
- Two (2) years working in Human Resources or related field preferred;
- Or an equivalent combination of education and experience which provides the required knowledge skills and abilities deemed sufficient to prepare the applicant to successfully perform the duties of the position.

- Experience with computerized Human Resources data system.
- Demonstrated ability to effectively work and communicate with diverse populations.
- Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing Microsoft Office Suite -Word Excel Outlook Crystal Reports and/or PowerPoint preferred). For new permanent secretarial/clerical/technician hires a minimum score on a pre-employment assessment is required.
Licenses and Certifications

Qualification Requirements for Employment in Higher Grade as a New Hire or Transfer requires:
- Two (2) additional years successful experience required.
- Achievement of Professional Certification or Certificate in Business or Human Resources Associates degree in Human Resources or Completion of coursework or workshops leading towards professional certification as determined by the supervisor required.
Eligibility for Consideration for Advancement from Lower Grade to Higher Grade requires:
- Two (2) years continuous successful experience in the position at the Lower Grade level.
- Mastery of all responsibilities and duties of the position.
- Achievement of Professional Certification License or evidence of course completion in pursuit of such certification or license if applicable.
- Evidence of completion of additional training that may be recommended by supervisor and/or participation in approved professional development programs or courses approved in advance by the supervisor. Successful completion of a minimum of one professional development within the last two years is required. Successful completion of job specific professional developments identified on the job description performance evaluations and/or the supervisors documented recommendation are required.
- Achievement of identified goals as they relate to the needs of the district and as established by the supervior.
- Consistent maintenance of an effective and orderly work environment.
- Consistent compliance with general office procedures such as standards contained in the AACPS Employee Handbook; demonstration of discretion and excellent customer service; regular and punctual attendance; and building dress code including wearing AACPS ID badge.
- Above Satisfactory overall job performance for the two most recent consecutive years of Performance Ratings.
- Letter of Recommendation written by the supervisor.
