About the role
The primary role of the Internal Audit Manager will be to support the Head of Internal Audit by becoming the primary operational point of audit advice and assurance ensuring that an efficient and effective quality service is provided to the Council that consistently complies with relevant legislation regulations and best practice.
This includes:
- Leading in maintaining an effective internal audit function in accordance with Council policies and practice within the context of the Global Internal Audit Standards and associated CIPFA application note
- Effectively managing and leading the in-house internal audit team
- Providing flexible and responsive audits to a range of services
- Preparing progress reports for the Council Management Team and the GARMS Committee
- Line managing 1 x Audit Executive 1 x Internal Auditor and 1 x Assistant Internal Auditor as well as any new hires into the Internal Audit service
- Deputising for the Head of Internal Audit including attendance at GARMS Committee as required
- Maintaining an effective partnership with the Internal Audit contractor and reviewing the quality of service delivery ensuring that services are provided in the most efficient innovative and effective way. This will include ensuring that the desired skills transfer takes place between the contractor and the in-house internal audit team.
- Representing Barnet at the Cross-Council Assurance Service Audit Manager group and at other forums
- Proactively seeking ways of improving the audit approach and associated working practices
- Leading internal learning training and development sessions for the Internal Audit team
Actively participating in service developments or projects
About you
- Has a relevant qualification for example CIPFA (or other CCAB recognised qualification or equivalent) AAT or IIA (essential)
- Audit knowledge and understanding of the contract and procurement issues facing the Council and the assurance response to these matters
- At least 5 years experience of working in an internal audit team within a local authority ideally at a senior level delivering internal audits from start (scoping) to finish (issue of final report)
- High level of understanding of services provided by a large local authority in the UK
