The position of Chief Financial Officer is done for the purpose of oversight direction and implementation of the Districts strategic budget and long-term financial planning.

DUTIES & RESPONSIBILITIES: (These duties are a representative sample; position assignments may vary.)
Oversees District finances including payroll accounting and purchasing and budget departments
Oversees District multi-year financial plans
Responsible for financial compliance and audit functions
Directs the School Boards review of all funds: general capital transportation debt services ASB accounts grants and others
Provides guidance to the Superintendent and School Board related to the Districts financial well-being and the impact of decisions on the Districts financial resources
Provides support and guidance to schools and departments related to alignment of budgets and strategic goals and initiatives
Provides regular reports to the Superintendent and School Board as required
Oversees the preparation of fiscal reports for OSPI federal government and other external agencies
Responsible for establishing and monitoring the Districts levies and bonds including issuance of bonds
Provides oversight on capital budgets and collaborates on capital project planning
Provides data and information to Human Resources in support of negotiations with labor organizations
Collaborates with schools and departments related to budgets accounting staffing and other fiscal responsibilities
Represents the District as required by the Superintendent including communication with state agencies and interaction with community organizations
Provides guidance and direction for financial users of the Districts enterprise resource planning (ERP) software
Serves as a member of the Superintendents Cabinet
Performs other job-related duties as assigned.
REPORTING RELATIONSHIPS:
Reports directly to and is supervised by the Superintendent.
Supervises Director of Finance and Budget Director of Purchasing and Accounting Director of Payroll and Benefits
EDUCATION & EXPERIENCE (positions in this class typically require):
Required:
Bachelors degree in business accounting or other related field.
Demonstrated successful experience in a Pre-K through 12 educational setting or similar public sector experience
Preferred:
Advanced degree in business administration accounting or other related field
Experience managing large budgets (over $50 million)
Evidence of increasing supervisory and position responsibility
Allowable Substitutions:
Additional experience may be considered for candidates from outside of a Pre-K setting
Experience may be substituted depending upon other qualifications.
LICENSING REQUIREMENTS (positions in this class typically require):
Valid Washington State Drivers License
KNOWLEDGE (position requirements at entry):
Knowledge of school finance and budgeting specifically for the state of Washington
Knowledge of rules and regulations regarding school finance including reporting requirements for state and federal grants and funds
Knowledge of general accounting practices
Knowledge of Microsoft Office 365 with a particular focus on Excel
Understands public sector financing
Demonstrates knowledge of supervisory practices for employees
SKILLS (position requirements at entry):
Skill in financial planning including cost analysis risk assessment and building accurate forecasts
Possesses effective communication skills verbally and in writing able to communicate complicated financial information to various stakeholders
Demonstrates an ability to collaborate with departments schools and other Cabinet team members
Possesses project management skills
Demonstrates multicultural sensitivity with the ability to effectively and collaboratively work with diverse populations
Ability to perform all duties in accordance with all applicable Board policies and district and legal requirements
Ability to meet and maintain punctuality and attendance expectations
PHYSICAL REQUIREMENTS:
Positions in this class typically require: stooping kneeling crouching reaching standing walking pushing pulling lifting nger dexterity grasping talking hearing seeing and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time.
Incumbents may be subjected to moving mechanical parts odors chemicals extreme temperatures inadequate lighting workspace restrictions and intense noises.
CONDITIONS OF EMPLOYMENT:
Cabinet Pay Schedule $ dental vision long-term disability and life-insurance eligibility is based upon 630 hours worked within a school year. Retirement provided through Washington State Department of Retirement Systems. Other benefits include vacation and paid holidays.
