Description

The City of Richmond Department of Public Works is seeking highly qualified candidates to temporarily fill the position of Traffic Operations Engineer in the Transportation Engineering Division. The incumbent is responsible for implementing innovative traffic safety policy and approaches to promote the elimination of preventable traffic related property loss injuries and fatalities on City streets.


This recruitment is provisional/temporary not to exceed 1 year.

This position is considered Essential which means that the incumbent is required to work when the City is closed due to public emergencies critical or hazardous conditions or inclement weather.

Duties include but are not limited to

  • Responding to requests for service from citizens business owners neighborhood associations and city agencies on traffic safety concerns
  • Conducting engineering and planning studies and collaborating with other stakeholders (public fire & police departments)to resolve service requests
  • Collecting reviewingand analyzingcrash data operational data and geometric data and formulate transportation engineering and transit solutions through projects and policies for operational and safety improvements
  • Deploying systemic and traditional safety countermeasures to reduce crashes on city streets via city forces and consultant and contractor services
  • Managingthe project design and implementation during the preliminary engineering and construction phases as necessary
  • Reviewing concept drawings sketches and cost estimates
  • Preparingreports presentations and meet with various organizations neighborhoods and City Council to discuss traffic safety concerns and safety improvements for people walking biking and riding transit.
  • Attending and participating in public meetings regarding proposed transit or transportation projects delivering presentations and recommendations on technical and non-technical findings
  • Performing other related duties as assigned

Qualifications Special Certifications and Licenses

PREFERRED TRAINING AND EXPERIENCE:

  • Three years or more of engineering experience.
  • Knowledge and ability in the application of MUTCD regulationsAASHTO standardsVirginia Department of Transportation (VDOT) Road & Design Manual (or similar state specifications manual) and recommended practices of the Institute of Transportation Engineers
  • Experience using a variety of computer programs and design software is highly desired

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors Degree in transportation engineering electrical engineering urban planning or related field
  • Twoyears of engineering or planning experience
  • An equivalent combination of experience (as approved by the department) may be used to meet the minimum experience qualifications of the classification.

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:

  • Requires a valid Drivers License with a satisfactory driving record and a valid Commonwealth of Virginia Drivers License within 30 days of hire
  • May require license as a professional engineer
  • May require certification in engineering-related specialties


KNOWLEDGE SKILLS AND ABILITIES:

Skills (some combination of the following):

  • Computer proficiency in Microsoft Office Suite (e.g. Word Excel and Outlook)
  • Conducting transit and transportation studies/investigations
  • Reading and interpreting GIS and AutoCAD plans
  • Contract administration
  • Preparing work orders
  • Project management
  • Reviewing technical plans and designs
  • Transit and transportation data collection and statistical analysis
  • Oral and written communication
  • Interpersonal communication

ENVIRONMENTAL HAZARDS:

Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts electrical currents vibrations etc.; atmospheric conditions such as fumes odors dusts gases and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people imminent danger and a threatening environment.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. While performing the essential duties of this job the employee is regularly required to finger (pick pinch type or otherwise work primarily with fingers) talk see hear and use substantial repetitive motions of the wrists hands and fingers. The employee is occasionally required to reach extending hands and arms in any direction stand walk pull lift and grasp applying pressure to an object with the fingers or palm. In terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
