Job Description

Summary

Involves developing implementing and monitoring environmental and safety programs and policies to ensure compliance with federal state and local environmental health and safety regulations and to ensure a safe and sustainable workplace.

Responsible for the research collection analyses of scientific data development and implementation of procedures and techniques to meet environmental regulatory obligations and permitting requirements. Applies scientific theories to develop new and/or improved products processes or technologies and sustainability.

Responsibilities

  • Commit the Authority to action through the acquisition of permits and authorizations and certify to government agencies and the public that the Authority meets all applicable regulations.
  • Remain cognizant of statutory and regulatory developments on the State and Federal level and their potential consequences for Authority business strategies.
  • Represent the Authority in industry-wide gatherings government-sponsored scientific panels and legislative hearings.
  • Ensure that staff remains aware of changing and challenging regulatory issues and that programs policies and procedures are current and reflective of the regulatory environment
  • Responsible for foreseeing regulatory consequences of proposed actions undertaken by the Authority.
  • Execute all necessary steps to ensure that the Authority meets its Commitment to the Environment.
  • Manage employees including performance management salary administration succession planning and workload balancing. Identify and recommend solutions to modify staff to meet NYPA needs
  • Participate and fully comprehend O&M budget responsibility capital expenditures and long-term planning.

Knowledge Skills and Abilities

  • Strong project management/planning skills. Must be able to coordinate the environmental attributes activities of all persons involved in projects to assure on-time products that meet goals.
  • Ability to manage contractual matters and consultant work efforts.
  • Ability to write concise analyses of alternatives present the results of deliberation in a concise fashion and develop consensus within a group of varying disciplines.
  • Ability to collaborate with other NYPA business units on initiative efforts; ability to shape consensus at senior levels among divergent interests to promote Authority interests as well as influence others in decision-making roles particularly outside the Authority where the incumbent has no managerial control.
  • Ability to present Authority Environmental Health and Safety (EH&S) posture in a public forum.
  • Ability to anticipate problems stemming from regulatory advances and incoming data streams and to formulate appropriate corporate responses.
  • Strong problem solving ability; capable of integrating complex interactions among legal regulatory operational engineering and ecological facets of specific issues.
  • Ability to read construction plans and specifications.
  • Must have experience comprehending and accessing multiple database applications and project schedules.

Education Experience and Certifications

  • Bachelors degree or masters degree in an area of specialization required.
  • May require certifications and licensures needed to meet Energy industry federal state or local regulations.
  • 7 or more years of related experience or an equivalent combination of training and experience.
  • Prior experience supervising a workforce in the related field.
  • Expert knowledge of OSHA (Occupational Safety & Health
  • Administration) DOSH (Department of Occupational Safety & Health) NFPA (National Fire Protection Association).

Physical Requirements

  • Up to 25% travel throughout New York State on an occasional basis.
  • Ability to travel across the United States on occation
  • Ability to tour Authority power plants.
  • Valid Drivers License
