Description

Yolo County Health & Human Services Agency (HHSA) is recruiting to fill one (1) regular full-time position in the classification of Health and Human Services Manager II. The incumbent will serve two pivotal roles within our community: In-Home Supportive Services (IHSS) Manager and Public Authority Director. These roles are integral to providing high-quality services to individuals requiring assistance with daily living activities while also advancing our mission to improve the lives of both care recipients and providers.

In-Home Supportive Services

The IHSS program is a critical safety net program that allows seniors and individuals with disabilities remain in their homes safely by authorizing IHSS hours that allows IHSS recipients to hire IHSS providers to assists with the completion of IHSS tasks.

The incumbent will be responsible for overseeing the day-to-day operations of the In-Home Supportive Services program ensuring compliance with state and federal regulations managing service delivery and leading a team of dedicated staff members. This position will play a critical role in improving client outcomes optimizing operational processes and advocating for the needs of IHSS recipients and their caregivers.

Key Responsibilities:

  • Supervise and provide leadership to IHSS staff including hiring training and performance management.
  • Oversee the intake process assessments service plan development and ongoing case management for clients.
  • Ensure compliance with federal state and local regulations governing IHSS services.
  • Manage budgets reporting and program documentation to ensure efficiency and transparency.
  • Collaborate with other community partners and service providers to promote client-centered care.
  • Monitor compliance and implement improvements as needed.
  • Other duties as assigned.

IHSS Public Authority

The IHSS Public Authority is a non-profit agency that manages a Registry to connect IHSS recipients to available IHSS Providers seeking employment. The Director will be responsible for overseeing the overall administration and strategic direction of the Public Authority including the provision of registry services training programs for caregivers and advocacy for policy improvements. This role requires strong leadership skills a commitment to community empowerment and the ability to manage a complex network of stakeholders to ensure a sustainable high-quality service delivery model.

Key Responsibilities:

  • Lead the strategic development and implementation of the Public Authoritys mission vision and services.
  • Oversee recruitment training and retention efforts for caregivers in the registry.
  • Support the work of IHSS Advisory Committee and the needs of consumers and caregivers through policy development.
  • Develop and manage partnerships with government agencies SEIU 2015 provider union healthcare providers advocacy groups and other community organizations.
  • Ensure compliance with all relevant laws regulations and funding requirements.
  • Prepare and manage budgets to maximize support of the Public Authority programs.
  • Other duties as assigned.

DEFINITION
Under general direction directs manages supervises and coordinates the activities and operations of one or more programs or specialty functional areas within the Health and Human Services Agency; collaborates with community agencies and organizations; coordinates and manages the work of supervisors and staff in setting and achieving program goals and objectives; and coordinates assigned activities with other divisions departments outside agencies and the general public.

DISTINGUISHING CHARACTERISTICS
The Health and Human Services Manager is a first-level broad management class that reports to a Health and Human Services Branch Director or other higher level position. Incumbents in this class are responsible for the programmatic functions of one or more major program divisions or specialty functional areas within a branch of the Agency and specific duties of individual positions will vary considerably depending on the assignment. Program areas include but are not limited to employment services public assistance adult protective services public health services indigent health services county detention facility medical services mental health services and substance abuse services. The incumbent provides direct and indirect supervision to lower level supervisory professional technical operational and/or clerical staff.

This class has two salary levels which recognize the differences in scope of authority complexity of the services provided risk and liability associated with the program(s) managed etc. Positions are allocated to a particular salary level based on an overall evaluation of the assigned duties of the individual position in comparison with the Distinguishing Characteristics and applicable allocation factors. Positions allocated to the Health and Human Services Manager I class typically manage a program of average size budget and/or complexity whereas positions assigned to Health and Human Services Manager II are characterized by a combination of several of the following allocation factors: their responsibility for the largest budgets largest total subordinate staff size managing high level professionals requiring advanced degrees and/or the most complex or sensitive program areas with the most risk and liability.

Essential Functions

Duties may include but are not limited to the following:

Employment Standards

Education:A Bachelors Degree from an accredited college or university in public administration business administration health administration public health nursing psychology social science social work behavioral science or a related field; Masters Degree in related field preferred AND

Experience:Three (3) years of progressively responsible professional experience in the delivery of health mental health and/or social services programs. At least one (1) year must have been in a supervisory capacity.

Note: Some positions within this class may require possession of a Masters degree in Public Health Social Work Psychology Counseling Marriage and Family Counseling Gerontology or Vocational Rehabilitation; OR a Masters degree in another subject area which meets the following criteria: is from a two year program in an accredited school; requires a minimum of 45 units; has a two-semester field placement dealing with marriage family and child issues and supervised by an LCSW or higher; and required social work caseload management and on-going counseling.

Note:Some positions within this class may require possession of licensure or certificate as a Licensed Clinical Social Worker Licensed Marriage Family Therapist Licensed Professional Clinical Counselor Licensed Clinical Psychologist Registered Nurse Registered Dietician or Public Health Nurse.
