ANNOUNCEMENT OF EMPLOYMENT OPPORTUNITY

Water Operator - Water Operations

Public Works Department


Hiring Pay Range: $25.01 to $28.55

Pay Grade: 109

FLSA Status: Non-Exempt

Full Pay Range: $25.01 to $37.51

Position Summary:

Maintains and repairs water production wells pressure reducing stations water storage tanks booster station facilities and distribution system and other areas of the water system for the City of Prescott.

Essential Duties:

  • Operates and maintains a complex multiple pressure zone water system; monitors and maintains proper water levels in tanks.
  • Performs routine maintenance at a variety of facilities and on various equipment including wells pump stations and pressure reducing stations.
  • Maintains and repairs a variety of pumps motors gauges meters and chemical feeders in the delivery system to meet system requirements while following all applicable state federal and City of Prescott guidelines.
  • Monitors evaluates and responds to SCADA system conditions and alarms.
  • Performs basic security to prevent unauthorized persons from entering water facilities.
  • Performs basic chemical and biological water sampling and testing; records and logs meter readings levels and pump performance information.
  • Performs plumbing work including cutting threading and welding pipe.
  • Installs repairs or replaces pumps compressors motors valves pressure regulating filtration gearboxes pressure vessels tanks and other related equipment.
  • Lubricates bearings; replaces seals gaskets packing springs and gears.
  • Inspects wells and booster pumps.
  • Performs work at a variety of sites.
  • Interprets meter/gauge readings; makes appropriate adjustments if necessary.
  • Takes necessary steps to assess and report emergency situations and restore normal operating conditions.
  • Maintains equipment and facilities in a clean and orderly condition; maintains surrounding grounds.
  • Follows City procurement code for the purchase of materials and supplies.
  • Tracks job related information; maintains records.
  • Performs customer service calls as assigned.
  • Follows OSHA and City safety standards on the proper use of Personal Protective Equipment (PPE) and all related safety programs.
  • Performs other duties as assigned.

Qualifications:

Education and/or Experience:

A combination of education/training and experience equivalent to a high school diploma (or equivalent) and three (3) years of progressive experience in the operations of water production and distribution systems which provide the knowledge and abilities necessary to perform the essential functions of the position.

Licensing Certification and Other Requirements:

Possess and maintain a valid Arizona Class A Commercial Drivers License (CDL) with tanker endorsement or be able to obtain within six (6) months of start date. Must possess Arizona Department of Environmental Quality (ADEQ) Grade II Water Treatment and Grade II Water Distribution certifications or obtain Grade 1 Water Treatment and Grade 1 Water Distribution within fifteen (15) months of being placed in the position and obtain Grade 2 Water Treatment and Grade 2 Water Distribution within fifteen (15) months of obtaining Grade 1 certifications; obtain forklift operator certification; complete training in confined space arc flash chlorine safety bloodborne pathogens lock out/tag out hazard communications OSHA required training and other City required training.

Knowledge Skill and Abilities:

  • Knowledge of water system hydraulics and use of pumps weirs and flumes.
  • Knowledge of MS Office for Windows PC based word processing database programs and a variety of software programs related to job duties.
  • Knowledge of proper methods and techniques used in cleaning repairing and maintaining water system related equipment.
  • Knowledge of engine motor and pump maintenance used in a water treatment production and booster facility.
  • Skill in communicating.

  • Skill in utilizing public relation techniques in responding to inquiries and complaints.
  • Ability to recognize occupational hazards.
  • Ability to work independently.
  • Ability to maintain focus while monitoring the system and performing maintenance tasks.
  • Ability to operate water systems machinery in a competent and safe manner while performing a variety of plumbing general maintenance and mechanical related activities from ladders in high and/or cramped locations.
  • Ability to maintain accurate records and files utilizing good written and verbal communications.
  • Ability to handle prioritize and complete multiple projects.
  • Ability to establish and maintain effective working relationships with employees vendors other City departments and the general public.
  • Ability to understand and follow written and verbal directions.
  • Ability to investigate identify report findings and take necessary corrective action.
  • Ability to respond to difficult and sensitive problems and complaints in a professional manner.
  • Ability to work independently with a self-starting initiative.
  • Ability to monitor evaluate and respond to SCADA system conditions and alarms.

Physical Demands And Working Conditions:

  • Work is performed in a variety of locations such as at wells booster stations tanks PRVs or other sites.
  • Requires working overtime on-call on a rotational coverage basis on a stand-by basis to accommodate a 7-day work schedule and in emergency situations.
  • Performs work at times from ladders in high and/or cramped locations.
  • Performs work in hazardous conditions including sewage; potentially infectious wastes methane hydrogen sulfide and other possible toxic gases and substances; rotating equipment; noise; high-medium-low voltage; oxygen deficient and hazardous environments; and in confined spaces and high traffic areas.
  • Clearly concisely and effectively communicates in person over the radio and by telephone.
  • Safely operates required equipment and City vehicles as needed
  • Safely performs manual labor for extended periods of time and lifts 60 pounds frequently with a possible maximum of 100 pounds.
  • Work is performed regularly where decisions are made that could lead to major community or organizational consequences if there is a failure to make the appropriate decision at the time.
