Description of Work

The Mission of the Department of Public Instruction:
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the states public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

The North Carolina Department of Public Instruction is seeking applicants for an Education Program Consultant II for our Office of Charter Schools.

The Office of Charter Schools Divisionwithin the Department of Public Instruction has the responsibility for implementing The Charter Schools Act of 1996 andits subsequent revisions under guidance of the State Board of Education. This act authorized the establishment of a system of autonomous public charter schools across North Carolina. Charter schools are public schools of choice that are authorized by the State Board of Education and operated by independent non-profit boards of directors. State and local tax dollars are the primary funding sources for charter schools which have open enrollment and cannot discriminate in admissions associate with any religion or religious group or charge-tuition. Charter schools operate with freedom from many of the regulations that govern district schools but charter schools are held accountable through the State assessment and accountability system. The division particularly the Office of Charter Schools is responsible for administrative and policy at the level of the General Assembly the State Board of Education (SBE) andthe Department of Public Instruction. The NC Office of Charter Schools (OCS) exists to sustain the success of quality charter schools through operations compliance and support. The OCS has several major purposes including but not limited to

Monitor legalcompliance and risk

Provide support training and development to the charter school community;

Serve as staff to the Charter SchoolReview Board (CSRB)

Make presentations and recommendations to the SBE;

Provide answers to public inquiries and stakeholder concerns; and

Conduct the authorization renewal and accountability procedures necessary for the implementation of the Charter Schools Act.

This position serves as part of the OCS team that develops and implements processes and procedures to support DPIs administration of the system of charter schools in alignment with the states overallgoals for public school students. The positions work might include serving as an expert source of information regarding State charter school laws and SBE and federal policies administering the charter application process or new- school planning process developing frameworks for supporting and monitoring charter schools compliance (including as part of the renewal process) staffing the CSRB and SBE facilitating charter schools amendments to their charters and collaborating across DPI and the wider charter schools community to ensure transparency regarding charter school operations. The position may include occasional statewide travel. Consultants are placed into specific workflows and must be comfortable performing all duties and functions of the office.

Knowledge Skills and Abilities / Competencies

  • Demonstrated experience working within the North Carolina charter school landscape including authorizing operating and/or governing charter schools.
  • Demonstrated experience establishing and maintaining effective working relationships with various stakeholders such as OCS/DPI staff board members charter school leaders and/or charter school families.
  • Demonstrated experience interpreting rules regulations and/or policies related to charter school operations within NC.

MANAGEMENT PREFERENCES:

  • Experience as a charter school administrator
  • Experience working in a K-12 school
  • Legal government and/or policy experience
  • A valid NC teaching or administrative license is preferred

Minimum Education and Experience Requirements

Some state job postings say you can qualify by an equivalent combination of education and experience. If that language appears below then you may qualify through EITHER years of education OR years of directly related experience OR a combination of both. See for details.
Masters degree in the education field to which assigned from an appropriately accredited institution and four years of specifically related experience in public education; or an equivalent combination of education and experience.
