Under general direction manages and directs personnel in the safe operation maintenance and repair of a group of buildings and surrounding grounds including physical properties machinery equipment and other pertinent inside and outside facilities; maintains environmental health and safety compliance in accordance with local state and federal laws and regulations.

Minimum Qualifications
Experience:
Eight (8) years of experience operating maintaining and repairing a wide variety of mechanical electrical pumping heating air conditioning ventilation refrigeration and related plant machinery and systems found in large industrial production commercial or institutional buildings; of which four (4) years must have been in a supervisory capacity directing the operation and maintenance activities of subordinate personnel.
License and Certification:
Possession of a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency for working with heating and ventilating equipment (HVAC) or other refrigeration equipment using CFCs and HCFCs.
AND
Possession of a valid class C Driver License.

Photocopies are acceptable to verify possession of a universal CFC certificate and a valid driver license. Verification of experience must be signed by the employer on the employers letterhead and must state the name of the applicant specify dates of service job titles and duties performed. City and County employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employees class will only be allowed if recorded in accordance with the provisions of Civil Service Commission Rules. City employees may submit performance evaluations as proof of qualifying City experience but must verify outside qualifying experience as stated above. Experience claimed in self-employment must be supported by documents verifying income earnings business license and experience comparable to the minimum qualifications of the position. Copies of income tax papers or other documents listing occupations and total earnings must be submitted.

Written Examination (Weight 100%):
Candidates deemed to meet the minimum qualifications will be invited to participate in an in-person written examination designed to measure their relative knowledge skills and abilities in job-related areas which may include but not be limited to: knowledge of various crafts associated with mechanical operation and maintenance aspects of large plant machinery equipment and systems; building maintenance and repair practices and procedures and the operation and maintenance requirements of associated machinery and equipment including heating ventilating electrical construction plumbing landscape architecture computer monitoring and control power plant and other utility equipment used in the repair and maintenance of public buildings equipment machinery systems and adjacent grounds; local state and federal guidelines for regulation and compliance pertaining to building maintenance and environmental health and safety; ability to plan organize and direct comprehensive building and operational maintenance programs and projects including the development of maintenance standards; coordinate maintenance services with the operation of other building services and activities; work effectively with administrative personnel subordinate supervisory employees various craft personnel representatives of outside agencies and groups and the public; effectively communicate both orally and in writing; analyze problems develop solutions and prioritize various projects and continuous activities; utilize applicable computer software.
A passing score must be achieved on the written examination in order to be ranked on the eligible list.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals) as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.

Medical Examination:
Prior to appointment candidates must successfully pass a medical examination to determine their ability to perform the essential functions and/or meet physical requirements.
Drug Testing Requirement:
Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by the Stationary Engineers Local 39 are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work-related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensitive positions for six months after the date of the positive test.
