The Administration Line of Service is responsible for overseeing all Human Resources functions alongside Payroll & Timekeeping Employee Relations printing and records management the CityStore and the Office of Transportation Services.
DCAS seeks an Assistant Commissioner of Administration to support the Deputy Commissioner in overseeing the Line of Service who will work towards supporting the Deputy Commissioners strategic vision for the team by achieving efficiencies reducing risk exposure and seeking to promote a diverse results-oriented performance culture. The Assistant Commissioner will develop their own portfolio of projects within Administration collaborating with Administration senior staff and serving as a dedicated thought partner to the Deputy Commissioner.
Responsibilities of the Assistant Commissioner include but are not limited the following:
- Work closely with the Deputy Commissioner and the Director of Human Resources to drive key Human Resources initiatives including improvements to the HR Automation system and identifying any opportunities for best practice improvements or organizational efficiencies.
- Serve as the key point person for the Office of Management and Budget (OMB) on all personnel action approvals on behalf of the agency and acting as a creative problem solver for improving communication and coordination across the OMB approval process.
- Maintain critical relationships with agency personnel officers across the City including consistent collaboration with DCAS Human Capital ensuring that citywide policy is enacted effectively throughout the agency.
- Provide valuable agencywide services particularly within the role as career counselor for DCAS staff providing HR expertise and guidance to DCAS staff who are interested in advancing their careers.
- Develop a comprehensive understanding of the agencys personnel needs identifying the weak points for recruitment and retention and recommending/implementing solutions to improve the overall wellness of the DCAS workforce.
- Assist with development of new pathways to city employment including internship/fellowship programs and working with the Lines of Service to develop agency-specific pathways for needs unique to DCAS.
- Work to support the Employee Relations team in developing and promoting programs that will improve employee morale performance and productivity.
- Possess an in-depth understanding of civil service rules laws regulations and policies as well as knowledge of the civil service titles.
- Function as a strategic business advisor to the Deputy Commissioner regarding key organizational and management issues assist in making informed personnel decisions and serve in the Deputy Commissioners place when theyre not available.
- Oversee and support the efficient daily operation of agency support services including the Language Access Plan printing services and agency records management including championing efforts to reduce unnecessary printing and paper use as well as ensuring compliance with all records management policies.
- Oversee and support the Office of Transportation Services which provides transportation and coordination for senior City Hall staff and serves particular agency needs as well as providing guidance and support to the CityStore in its daily functions.

Qualifications :
1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience of a nature to qualify for the duties of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. Education and/or experience equivalent to 1 above. However all candidates must have the 18 months of administrative managerial executive or supervisory experience described in 1 above.
