SUMMARY OF RESPONSIBILITIES

Under the direction of the Director of Community Education the Manager of Children Youth & Family Services provides strategic leadership and operational management for district-wide early childhood programs. This role manages the Central Early Learning Center supervises staff manages budgets and ensures high-quality developmentally appropriate services for children from birth to age five. The Manager also builds community partnerships supports families ensures regulatory compliance and leads needs assessments and data collection to promote school readiness and inform continuous program improvement.

DUTIES AND RESPONSIBILITIES

Leadership and Oversight

  • Provide strategic leadership and day-to-day oversight of the Central Early Learning Center and district-wide early childhood programs including Kids Place.
  • Direct the implementation of developmentally appropriate instructional programming and family engagement initiatives that promote school readiness and holistic development for children from birth to age five
  • Lead strategic planning and departmental goal-setting aligned with district priorities and best practices in early childhood education.
  • Represent the Central Early Learning Center at district meetings and community events serving as a key liaison between families schools and the community.

Staff Supervision and Development

  • Supervise and mentor early learning and childcare staff including hiring onboarding evaluation and ongoing performance management in alignment with district policies.
  • Determine staffing needs manage assignments and oversee professional development ensuring staff are well-trained in curriculum assessment and best practices.
  • Facilitate regular staff meetings and guide a culture of continuous improvement through feedback coaching and collaborative reflection.
  • Oversee compliance with district evaluation processes and support the professional growth of all team members.

Program Operations and Quality Assurance

  • Oversee the daily operations of the Central Early Learning Center and Kids Place ensuring high-quality service delivery safety and a welcoming environment for students and families.
  • Ensure all activities align with the Early Childhood Indicators of Progress (ECIP) and comply with applicable laws policies regulations and standards.
  • Ensure compliance with licensing requirements (DHS) national accreditation standards (NAEYC I-SAC) and maintain the programs four-star Parent Aware rating.
  • Provide leadership in developing budgets strategies and operational plans; assess staffing and program priorities; engage Advisory Committees to align planning with community needs.
  • Collaborate with district facilities and maintenance teams to ensure adherence to health safety and accessibility standards and to address building needs and long-term facility planning.

Community Engagement and Family Support

  • In partnership with the Director build and sustain community partnerships to enhance programming share resources and expand family support.
  • Lead the development and delivery of parent engagement strategies to strengthen family-school connections and support early learning at home.
  • Support the advisory work of Community Education and Student Support Services to align programming with broader district and community goals.

Budgeting Compliance and Data Management

  • Develop and manage program budgets with the Director ensuring fiscal responsibility and sustainability.
  • Prepare and submit grant proposals and manage awarded funds in compliance with grant requirements.
  • Oversee the collection and reporting of data for state and federal compliance program evaluation and continuous improvement efforts.
  • Lead needs assessments and utilize data to inform decision-making ensure program effectiveness and advance equitable outcomes for children and families.

Professional Development and Advocacy

  • Maintain professional competence through active participation in relevant state regional and local organizations and ongoing professional learning.
  • Advocate for early childhood education and family services within the district and the broader community.

KNOWLEDGE SKILLS & ABILITIES

  • Concepts principles and philosophy of lifelong learning public education youth enrichment and its relationship of community education to PreK-12 programming.
  • Knowledge of inclusive practices and how to adapt programs for children with disabilities.
  • Awareness of laws and regulations surrounding inclusion and accessibility (e.g. Americans with Disabilities Act).
  • Supervising leading delegating and evaluating the activities of program personnel.
  • Curriculum development and assessment procedures and methods.
  • Identifying and seeking out resources available in the community private organizations and governmental agencies that can be used to improve and enhance the services.
  • Collaborating with fostering and encouraging community involvement and support in the development and evaluation of community needs and department programs and services.
  • Knowledge of family systems and child development principles theories and instructional technologies.
  • Knowledge of professional learning and staff development models
  • Experience with strategic planning and goal-setting in educational contexts
  • Fundamentals of UFARS accounting and their application and use in budget planning and monitoring of community education programs.
  • State and federal early childhood education laws and funding requirements (e.g. ECFE Pathways I and II School Readiness VPK CCAP etc. )
  • Promoting advertising and engaging in public relations activities to promote the programs and services of youth enrichment and out-of-school programs.
  • Developing motivating and fostering collaborative relationships both inside and outside of the organization. Interactions are frequently with district staff community members advisory council members school board members and representatives of other agencies or organizations.

EDUCATION and/or EXPERIENCE

  • Requires a Bachelors Degree in Education Early Childhood Education or a related area. Masters Degree preferred.
  • Requires at least three (3) years of experience developing implementing supervising or coordinating youth and family education programs.
  • Parent Education or Early Childhood or Elementary Teaching License preferred
  • Special Education Teaching License preferred
  • Experience working with individuals with special needs is preferred.
