Under general supervision this position performs a variety of high-level clerical and administrative duties including account reconciliations internal control and policy analysis of Town Departments budget book preparation and implementation of Governmental Accounting Standards Board (GASB) pronouncements.

General Accounting

  • Prepares analyzes and reconciles general ledger accounts.
  • Assists with year-end close processes and audit preparation.
  • Supports budget book development.
  • Reviews financial transactionsfor accuracy.

Internal Controls

  • Interacts with internal and external stakeholders regarding understanding of the Towns policies procedures and Municipal Code.
  • Reviews departmental procedures for compliance with internal control standards and makes recommendations for improvements.
  • Documents internal control processes and ensure they are consistently followed.
  • Provides support and training on internal controls audit matters and cash handling.

Capital Lease and Subscription Based IT Arrangement (SBITA) Accounting

  • Tracks and reports on capital improvement projects which include funding sources expenditures encumbrances and project status.
  • Maintains the capital asset ledger and performs asset capitalization depreciation and disposals in accordance with GASB requirements.
  • Identifies tracks and accounts for leases and SBITAs per GASB 87 and GASB 96 standards.

Compliance and Policy

  • Maintains awareness of changes in governmental accounting standards and recommends necessary updates to policies and procedures.
  • Leads or provides support on GASB pronouncement implementation projects.
  • Reviews existing financial policies and recommends updates to improve compliance efficiency and alignment with current best practices

Minimum Qualifications

The requirements listed below are representative of the education experience certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered.

Requires a bachelors degree in Accounting or related field supplemented by three (3) years of experience in accounting.

Employment Standards

  • Knowledge of data mining and analytics sufficient to provide recommendations to management.
  • Knowledge of accounting finance and internal controls best practices and procedures.
  • Knowledge of governmental accounting principles and practices.
  • Knowledge of capital asset and project accounting under government fund structures.
  • Knowledge of governmental budgetary and financial operations.
  • Knowledge oflaws regulations and accounting requirements governing financial operations of local government.
  • Skill in identifying potential needs and problems and suggesting workable solutions.
  • Skill in verbal and written communication.
  • Skill in the use of computers and various software programs including complex spreadsheets.
  • Ability to use computers and learn and understand various financial and point of sale software programs.
  • Ability to establish and maintain effective working relationships.
  • Ability to work independently with minimal specific directions.
  • Ability to work under pressure and meet deadlines.

Tools & Equipment

Requires frequent use of general office equipment computer computer software and an automobile.

Physical Demands

Requires regular sitting standing walking talking handling feeling or operating objects stooping kneeling crouching or crawling. Requires occasionally reaching with hands and arms climbing and balancing. Requires minimal physical activity with light lifting pulling and pushing up to twenty (20) pounds. Requires close and distance vision acuity and the ability to adjust focus allowing a broad field of vision. The employee must communicate clearly and effectively; must understand and be understood.

Environment

Work is frequently performed in a climate-controlled office environment. The noise level in this environment is usually quiet to moderate.
