General Summary The IBHS Director plays a critical leadership role within the North Carolina National Guards Integrated Behavioral Health System (IBHS). This position is responsible for the strategic and operational oversight of behavioral health programs ensuring high-quality consistent services for service members their families and associated personnel.Minimum Education and Experience Requirements
Masters degree in Social Work or Counseling
Minimum 10 years of post-licensure behavioral health experience; at least 5 years preferred within a military or public safety setting.
Demonstrated supervisory experience and/or program development and implementation within a behavioral health or mental health services environment.
Experience managing or coordinating programs across multiple sites.
Licensure and Certification
Must hold an active unrestricted North Carolina license as an LCSW LMHC (LPC equivalent) or LMFT at the independent provider level.
Core Responsibilities and Duties Daily Operational Oversight:
Lead key administrative and oversight functions for the IBHS program.
Optimize crisis intervention services and ensure consistent availability of behavioral health support.
Verify proper scheduling and coverage for standard operations special events and deployment-related activities.
Ensure accurate documentation and case management by all IBHS personnel.
Confirm that written consent for outreach services is obtained and maintained.
Foster a holistic coordinated approach to behavioral health care among all contract staff.
Documentation and Compliance:
Maintain compliance with all Privacy Act and HIPAA guidelines.
Ensure clients are informed of their rights and privacy policies.
Accurately document all client interactions in the secured IBHS Electronic Medical Record (EMR) housed in a MS Teams Closed Channel.
Stay current with applicable military state and IBHS regulations and procedures.
Training and Continuing Education:
Participate in ongoing IBHS training events not related to licensure or credentialing including performance improvement studies and EMR training.
Hotline Support:
Participate in IBHS Hotline rotations as scheduled ensuring 24/7 behavioral health support per NCNG IBHS SOP.
Service Coordination:
Provide behavioral health consultations and referrals for Service Members using MTFs VA services TRICARE and private providers.
Additional Duties (As Needed)
Coordinate behavioral health coverage for NCNG events with IBHS Coordinator and Lead Psychotherapist.
Collaborate with NCARNG/NCANG Behavioral Health Officers on joint initiatives.
Represent IBHS at external stakeholder events including:
Governors Working Group
North Carolina Institute of Medicine
SAMHSA committees
Research partnerships with Duke University UNC Chapel Hill VA Mental Health Summits RTI International and others
Participate in internal NCNG meetings and workgroups including:
Case Management Group
Commanders Ready and Resilience Council
G1 and G1-SSS meetings for feedback and program integration
Director may travel at a limited capacity.
