Job Description:

The State of Nebraska Department of Health and Human Services is seeking a full-time Certification Administrator for the Division of Medicaid and Long Term Care. The Certification Administrator manages the team responsible for implementing the SMC guidance across MLTC and cross-divisional projects.

Examples of Work

Duties of the Certification Administrator include:

  • Lead CMS certification a federal initiative with significant financial implications for MLTC and DHHS as a whole. Manage Certification efforts for multiple projects in progress to support the Departments priority to maximize federal funding.
  • Inform Department and Division priorities by working with the executive leadership team to determine how to maximize federal funding for Medicaid projects and work with Nebraskas CMS partners in the initial stages of project planning. Under the Streamlined Modular Certification (SMC) guidance the Certification lead will be engaged in project planning from the earliest stages so close partnership with other administrators Deputy Directors and the MLTC Director will be required.
  • Act as the Divisions liaison with federal partners and serve as the primary point of contact with CMS on all certification-related matters.
  • Coordinate with project teams including Administrators Managers Contractors IS&T partners and Vendor staff throughout all project stages (initial planning through implementation and steady state) to ensure projects are compliant with CMS expectations and standards.
  • Implement and administer official CMS guidance (SMC) which will have significant implications on MLTC operations. Such impacts include an increased focus on measurable outcomes project metrics and data collection.
  • Provide training on Certification and SMC guidance to the MLTC Executive leadership team managers and project team members to ensure thorough understanding on how SMC impacts DHHS operations. Will also train and supervise certification SMEs to support project teams on required ongoing certification activities.

Requirements/ Qualifications

Minimum Qualifications: Bachelors Degree in public administration social work human development public health behavioral science law finance human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a Masters degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year for-year basis.

Other: Position is located on-site at the Nebraska State Office Building in Lincoln (301 Centennial Mall S). No other office locations available no remote work.



Knowledge Skills Abilities

Communication/Language Skills: Must possess and demonstrate effective oral written and listening skills. Ability to read analyze and interpret various documents as well as the ability to train others in performing duties and tasks are key. Must be able to communicate professionally and effectively with many internal and external stakeholders.

Reasoning Ability: Must have the ability to apply common sense understanding to carry out instructions furnished in various forms. Must have the ability to apply logic to understand and interpret agency business processes. Must have the ability to prioritize multiple projects in a fast pace deadline driven environment utilizing input from others as appropriate. Must be a quick learner and have demonstrated experience researching and problem solving complex issues. Must be able to manage multiple high visibility/high risk tasks/projects.

Human Relation Skills: Must have the ability to establish and maintain effective professional working relationships with all team members employees customers and suppliers.
