Position Overview

Salary Range: Up to $142396 DOE/DOQ*

*This range will also be subject to a 2% COLA that take effect on July 1 2025.




DEFINITION:
Under the direction of the Public Works Director or their designee the Public Works Superintendent supervises the operations of the Street Maintenance and Sewer Collections Operations and programs of the Public Works Department; assigns work tasks trains schedules and evaluates personnel; coordinates activities between department divisions and other City departments; secures quotes and order materials; is responsible for safety environmental and other compliance issues.

DISTINGUISHING CHARACTERISTICES:
This is a single professional classification position that oversees the Public Works Department Streets and Sewer Collections Division ensuring that projects are completed on time and within approved budget limits. Performs work as assigned with considerable independence initiative and discretion within broad guidelines.

EXAMPLES OF DUTIES:
  • Assume management responsibility of the Streets Division; plan manage and oversee the daily functions operations and activities of assigned public works functional areas including streets sidewalks storm water and drainage systems traffic signage and striping sewer systems maintenance and operations.
  • Manage and oversee public works programs such as concrete and asphalt repair street sign replacement wastewater storm water and other public works maintenance programs including in-house supervision planning estimating as well as contract development and execution and regulatory reporting.
  • Participate in the development and implementation of goals objectives policies and priorities for assigned areas; recommend appropriate service and staffing levels; recommend and administer policies and procedures.
  • Implements and maintains safety program in compliance with Occupational Safety and Health Administration (OSHA) requirements and City policies; identifies preventive measures; and oversees compliance of U.S. Department of Transportation requirements for drug and alcohol testing.
  • Maintains and tracks compliance with applicable federal and state regulatory requirements including the Regional Water Quality Control Board.
  • Plans coordinates directs and reviews process control activities to ensure compliance with permit requirements.
  • Participate in the development and administration of and oversee departmental section budgets.
  • Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs service delivery methods and procedures; assess and monitor workload administrative and support systems and internal reporting relations; identify opportunities for improvement and make recommendations.
  • Participate in the selection of train motivate and evaluate assigned personnel; provide and/or coordinate staff training; work with employees on performance issues; recommend discipline.
  • Recommend and administer policies and procedures such as procedure guidelines design standards and standard plans and specifications while ensuring that operation and maintenance financial regulatory and legal requirements are met.
  • Oversee the development of operations and maintenance solicitations services solicitations and the advertising and bid processes; evaluate proposals and recommend project award; administer contracts after award.
  • Meet and confer with contractors engineers developers architects a variety of outside agencies and the general public in acquiring information and coordinating public works maintenance matters; provide information regarding City development requirements.
  • Provide technical information and instruction regarding applicable procedures and methods; interpret and explain rules regulations and procedures; answer questions and resolve concerns.
  • Serve as a liaison for the assigned section to other City departments division and outside agencies; attend meetings as necessary; provide staff support to commissions committees and task forces as necessary; negotiate and resolve significant and controversial issues.
  • Receive investigate and respond to difficult and sensitive problems and complaints in a professional manner; identify and report findings and take necessary corrective action.
  • Responds to and directs operations during emergency situations; prioritizes equipment and material; requisitions contractors; coordinates response with other agencies
  • Uses a variety of computer programs including work management systems work order processing system spreadsheet word processing etc. to perform job duties.
  • Prepares reports and maintains records as required.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Perform related duties as required.
KNOWLEDGE SKILLS AND ABILITIES:
  • Plan direct manage and coordinate the works of the Public Works Street and Sewer Collections Division and develop and administer departmental goals objectives policies and methods of evaluating achievement and performance levels.
  • Provide professional and technical advice regarding program activities to the Public Works Director and Deputy Director City Manager and the City Council.
  • Understand and know methods techniques equipment and supplies used in the Public Works Street Maintenance and Sewer operations.
  • Standard safety practices required in the Public Works Streets Maintenance and Sewer operations.
  • Establish and maintain a variety of filing record keeping and tracking systems.
  • Principles and practices of employee training supervision evaluation motivation and discipline; purchasing procedures forms and techniques; pertinent Federal State and local laws codes and regulations.
  • Plan coordinate assign schedule and supervise several crews and contractors in the performance of various public works construction repair and maintenance projects.
  • Accurately estimate labor material and equipment requirements for construction repair and maintenance projects; read interpret and apply technical information from manuals drawings specifications layouts blueprints and schematics.
  • Interpret and apply federal state and local laws codes and regulations.
  • Operate office equipment including computers copying machines and communication systems.
  • Recommend and implement goals objectives and practices for providing effective and efficient street maintenance construction and sewer services.
  • Respond to questions from the public and staff.
  • Establish maintain and foster positive and harmonious working relationships with those contacted in the course of work.
  • Make sound decisions within established guidelines by analyzing complex issue and develop and implement an appropriate response.

Duties & Responsibilities

MINIMUM QUALIFICATIONS:
  • High School Diploma or GED equivalent supplemented by college units in construction engineering business administration or a closely related field.
  • Five (5) years of increasingly responsible experience in direct and varied field work experience of public construction including but not limited to signs and markings asphalt cement and concrete work.
  • Three (3) years in a lead supervisory position in the public sector primarily in the areas of construction repair maintenance of streets and other public right-of-way improvements.
Note: An equivalent combination of experience education and/or training may substitute for the listed minimum requirements.

LICENSES AND CERTIFICATES:
  • A valid California Class B Drivers License.
  • California Water Environment Association (CWEA) Collection System Maintenance certification is desirable.
SPECIAL REQUIREMENTS:
Ability to respond to emergencies.

Qualifications

WORKING CONDITIONS AND PHYSICAL DEMANDS:
Standard office setting with some travel to various locations to supervise/advise employees and/or attend meetings; the employee is occasionally exposed to outside weather conditions; exposure to unpleasant elements such as dust fumes and odors dampness raw sewage and noise levels. May be required to occasionally lift up to 50 pounds or more; operate machinery using arms and legs; sit squat kneel climb stairs stoop crouch and walk for prolonged periods of time; twist and bend in all directions; squeeze with arms and hands.
