Application Development Manager

(Information Technology Manager 1)

What youll do at OhioMHAS:

OhioMHAS Information Services is the technology arm of the third largest cabinet level agency in the state of Ohio. We support more than 3200 employees within six regional inpatient behavioral health hospitals Ohio Pharmacy Services and Central Office. We develop and support technology for several critical business solutions used by the agency as well as by county and local behavioral health care providers across the state. Our Office of Information Services has access to in-depth research reports tailored IT architecture recommendations best practices guidance to successfully implement technology perspectives of how other IT organizations are deploying and managing new technologies and reusable templates for internal architecture and documentation. This position oversees projects assigned to the application development team. Additional duties include:

  • Manage the complete development life cycle of the agency software systems;including gathering requirements ensuring successful integration with database management teams methodology software development coding standards test implementation user follow-up support and projects.
  • Manage the integrity and changes to the application development servers and databases.
  • Oversee the development and implementation for change control processes for the development team to follow.
  • Provide technology decisions that impact software development.
  • Work with portfolio management office to support the IT operating model.

This is anhourly position and is exempt from the bargaining unitswith a pay range of16on the on the E1 Exempt Pay Range Schedule. Normal working hours are Monday through Friday8:00am to 5:00pm (Flexible Schedule). This position is located within ourOffice of Information Servicesheadquartered at theJames Rhodes State Office Tower 30 East Broad Street 33rd floor Columbus Ohio 43215.

Unless required by any applicable union contract and/or requirements of the Ohio Revised Code the selected candidate will begin at Step 1 of the pay range schedule listed above with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.

Additional Salary / Appointment Information:

This is an unclassified position and as such serves at the pleasure of the Director of OhioMHAS.

Position Qualifications

Completion of undergraduate core coursework in computer science or completion of undergraduate core coursework in any academic major whichincludedat least one course in each of the following: advanced-level computer programming language (for example COBOL Delphi Java Powerbuilder Visual Basic Pl 1 SAS PCS Pacbase Full Visual Suite Designer 2000 Developer 2000 C C Visual C ECL or Visual Studio) logic-based mathematics data base concepts (for example Oracle Microsoft Access Paradox Sybase IMS DB DB2 Cache DMS or RDMS) computer systems analysis & design & basic data processing concepts;andadditional 6 1/2 years (78 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting.;and18 mos. exp. in performing project management functions as defined in series purpose.

Or8 1/2 years (102 mos.) exp. commensurate with job duties to be performed & knowledges & skills required as outlined in approved position description on file for position to be filled as advertised in job posting;and18 months exp. in performing project management functions as defined in series purpose.
