Job Description
Possession of Developmental Specialist Certification issued pursuant to rule& 3 or more years of experience delivering special instruction to eligible families infants & toddlers under IDEA Part C.
-Or Possession of Developmental Specialist Certification or Early Intervention Supervisor Certification issued pursuant to rule 5123:2-5-05 as it existed on June 30 2021. 3 or more years of experience delivering special instruction to eligible families infants & toddlers under IDEA Part C.
-Or possession of Five-Year Early Intervention Service Coordinator Credential issued pursuant to rule. 3 or more years of experience delivering Part C service coordination services to eligible families infants & toddlers under IDEA Part C.
-Or possession of Five-Year Early Intervention Service Coordinator Supervisor Credential issued pursuant to rule. 3 or more years of experience delivering Part C service coordination services to eligible families infants & toddlers under IDEA Part C.
-Or possession of a current Ohio license & 3 or more years of experience delivering early intervention services to eligible families infants & toddlers & meet qualified personnel standards pursuant to rule 5123-10 Appendix B.

Under administrative direction:
- Implement and support policies and procedures that align with federal Part C requirements and Ohios responsibilities as the lead agency.
- Assist in maintaining grant agreements (EISC Grants DCP Grants COG Grants and other required contracts as well as ensure coordination efforts across child-serving systems).
- Participate in the implementation of statewide initiatives that aim to strengthen provider networks improve access to services and promote equitable service delivery.
- Monitor program activities to ensure alignment with rules written guidance and procedures. Provide TA training and guidance to ensure ongoing compliance. Support communication and coordination with local programs (EISC and CBDD) providers COGS and stakeholders to promote consistent statewide implementation of Early Intervention (EI) Rules and Regulations.
- Assist in assessing and identifying provider capacity and implementing strategies to ensure timely access to Early Intervention services for families.
- Provide frequent targeted technical assistance to local Early Intervention (EI) agencies service coordinators county boards of developmental disabilities (CBDDs) Councils of Governments (COGs) and EI providers on compliance service delivery and implementation of the Individualized Family Service Plan (IFSP) with a focus on Ohios system of payment and related rules and regulations. Collaborate closely with EI Program Consultants and Monitoring Consultants as part of an integrated statewide technical assistance team to ensure consistent interpretation of requirements fidelity of implementation and equitable access to high-quality EI services. This role requires regular travel to deliver on-site technical assistance including observations of team meetings joint visits and modeling of best practices to support the IFSP and team-based service delivery process. Regional staff are critical to identifying local and systemic needs strengthening provider capacity and promoting statewide consistency in service quality compliance and outcomes for children and families.
- Use data analysis and feedback from local programs to identify service gaps and assist with developing a plan to address the needs.
- Collaborate with DCY teams contracted providers and community partners to support coordinated service delivery and address access challenges.
- Monitor track and document provider activities related to service delivery capacity recruitment and retention.
- Contribute to the development and distribution and implementation of training training materials guidance documents and communication tools for use by providers and families.
- Respond to questions and provide clarification on policies procedures and best practices.
- Track professional development participation and compliance among contracted EI providers to support a qualified workforce.
- Assist in the implementation of training and technical assistance plans in coordination with internal teams and contracted vendors.
- Promote and support local continuous quality improvement efforts.
- Provides ongoing support to the EI Program Consultant team and serves as backup when needed helping to maintain consistent technical assistance communication and collaboration within the Early Intervention system.
- Performs other related duties as assigned.
Unless required by legislation or union contract starting salary will be the salary of salary range 13 (step 1 $33.45 per hour) associated with this position.

DCYs core hours of operation are Mon-Fri from 8:00am to 5:00pm however daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am & as late as 9:00am based on supervisory approval. This position performs work on-site daily at DCYs office space.
Selection devices such as a structured interview proficiency instrument &/or assessment may be required for this position; Applicants must demonstrate proficiency with a passing score of applicable selection device to be considered for this position. All results will be maintained for 6 months. Applicant with a passing score will be retained & utilized for a 6-month period. Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period.
This position is designated as a field position. As a field worker an employee spends the majority of his/her time traveling for their position performing duties to include but not limited to inspections monitoring observing training technical assistance site visits conducting interviews reviewing records & data collection in various environments. Field workers are expected to manage their daily itineraries report progress & coordinate their travel schedule with their supervisor. This designation is determined & approved only by management. Field workers are also required to report to the DCY Office Space on a quarterly basis & based on operational need.
Travel required as needed. Must provide own transportation or in order to operate a state vehicle you must have a valid drivers license.
