Job Description

Senior Program Manager

Location: The primary place of performance shall be at the Chemical Biological Radiological and Nuclear (CBRN) Defense Coordinating Office (DCO) and U.S. Army Medical Research Development Command (USAMRDC) Government Facility at Fort Detrick Maryland 21702 between the hours of 8:30 AM and 5:00 PM ET Monday through Friday (except federal holidays). Telework and/or flextime may be permitted if approved by the client.

CORTEK seeks a highly skilled Senior Program Manager to support a new award at Fort Detrick MD. The ideal candidate will lead a team delivering comprehensive support in administrative management scientific analysis technical services and financial management in support of the U.S. Army Medical Research and Development Command (USAMRDC) and the Chemical Biological Radiological and Nuclear Defense Coordination Office (CBRN DCO). The Senior Program Manager will serve as a key advisor to Government leadership delivering actionable recommendations and insights to improve program efficiency effectiveness and productivity. Key responsibilities include leading program execution in accordance with contract objectives schedule and budget; overseeing a multidisciplinary team that provides administrative scientific technical and financial support; and providing strategic recommendations through both qualitative and quantitative analysis.

Duties/Responsibilities:

  • Oversee a multidisciplinary team providing administrative scientific technical and financial support.
  • Provide strategic recommendations through qualitative and quantitative analysis.
  • Serve as primary liaison between OFS and government stakeholders.
  • Monitor project milestones deliverables and performance metrics.
  • Facilitate coordination across multiple functional areas to ensure integration and alignment.
  • Manage risk and ensure compliance with all applicable regulations and policies.

Required Qualifications:

  • Bachelors degree required; Masters degree in Business Public Administration or a related field preferred.
  • Minimum of 8-10 years of experience in program or project management preferably within DoD or federal environments.
  • Proven track record leading multidisciplinary teams and managing complex programs.
  • Fluency with government and US Army software suites is critical including but not limited to the General Funds Enterprise Business System (GFEBS) Joint Integrated CBRND Analytic Platform (JICAP) and Joint Service Chemical Biological Information Systems (JSCBIS). Additional familiarity with other commercial government or Department of Defense suites including the Electronic Document Management System (EDMS) Enterprise Task Management Software Solution (ETMS2) and SharePoint is preferred.
  • Strong analytical communication and organizational skills.
  • Ability to interface with senior government and contractor personnel effectively.
  • Working knowledge of medical R&D or CBRN defense programs is a plus

NOTE: General work experience may be substituted for education. The requirement for education levels can be substituted at the rate of 2 years of experience for every year of education. An associates degree is 2 years of education a Bachelors degree is 4 years and a Masters degree is 6 years of education. The years of specific experience used for satisfying an education requirement cannot also be used as filling the work experience requirement. Education and experience must be sufficient to perform duties without additional training (aside from mandatory compliance-related training or Government-sponsored training opportunities)

Clearance:

Secret or equivalent clearance is required for this contract. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
