Job Description

General Summary


The CitysIT Operations Manager performs professional technical and administrative work managing the day-to-day technical performance of the Citys data center helpdesk support and phone systems ensuring the integrity of all system and data backups in addition to implementing effective controls and process for securing systems and customer sensitive data. Work is performed under limited supervision of and reports to the Director of Information Technology.

The preferred hiring range for this position is between $109672.04 - $143711.10 Annually. Starting pay for this position is based on applicable education experience and internal equity.This is a full-time exempt position which provides excellent benefits including 13 paid holidays plus 1 floating holiday paid vacation and sick leave health insurance options with employer contribution employer-paid life insurance Citys retirement options gym membership reimbursement and continuing education/training opportunities.

Education Experience and Skills

Education and Experience:Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.


Preferred:
  • 10 or more years of experience in the field of Information Technology.

Certifications/Licenses/Other Requirements:
  • Required to successfully pass a pre-employment background check and pre-employment drug screen.

Job Knowledge
  • Comprehensiveknowledge of data centers including environment controls security systems backup power systems system monitoring job automation management policies and procedures and physical organization.
  • Comprehensive knowledge of the principles and practices of systems administration network administration and technical support including managing technical environments.
  • Comprehensive knowledge of methods and techniques used in troubleshooting and diagnosing complex computer hardware and software issues.
  • Comprehensive knowledge of cybersecurity principles and best practices with an emphasis on system and data security in a local government context.
  • Comprehensive knowledge of operating systems software applications and related technologies with expertise in Windows and server environments.
  • Knowledge of project management principles and practices particularly as they relate to technical operations.
Reading
  • Intermediate: Ability to read and understand written materials such as newspapers technical journals multi-step instruction manuals and reference materials.
Writing
  • Intermediate: Ability to organize data and write clear and concise reports business letters explanations and summaries with proper format punctuation spelling and grammar using all parts of speech.

  • Advanced: Ability to apply fundamental concepts of theories works with complex mathematical calculations operations and analyses.

  • Advanced: Establishes and maintains effective working relationships with co-workers city staff City officials business leaders consultants vendors and others. Communicates revised policies and makes recommendations regarding implementation. Interactions may involve communicating controversial positions and presenting sensitive issues. Evaluates effectiveness develops cooperative associations and utilizes resources to continuously improve communications.
Independence and Decision-Making
  • Requires Limited Direction: Normally completes work according to their own judgment requesting supervisory assistance occasionally. Manages special projects with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.
Technical Skills
  • Advanced: High level skills and extensive knowledge in approaches and systems which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Proficiency in Microsoft Office applications and/or departmental software. Uses project management tools and methods effectively to identify objectives specific the scope and requirements of work allocate resources schedule activities set dependencies track and control costs and monitor/evaluate progress. Organizes complex or specialized assignments or workloads that require multiple steps for completion.
Fiscal Responsibilities
  • Has responsibility for monitoring budget/fiscal expenditures of Operations Division and fiscal management of contracted project. May recommend budget allocations.
Supervisory Responsibilities
  • Manages monitors and directs work performance of employees in the Operations Division. Makes final decisions on hiring discipline performance evaluation setting program/work objectives and realigns work and staffing as needed.

Physical Demands:

Work Environment:
  • Work is performed in office environment where there may be exposure to computer screen for extended periods of time monitor glare and dust.
  • The noise level is usually moderate.
