Bellevue residents live in a variety of distinctive safe and attractive neighborhoods that provide amenities and opportunities for a high quality of life. The strong connections among neighbors contribute to these qualities and the ability of neighborhoods to respond to change. Bellevue residents also take an active role in volunteering to care for their neighbors and partner with the city to ensure that Bellevue neighborhoods are clean and well-maintained.

The Keep Bellevue Beautiful Administrator will recruit and coordinate volunteers to help clean a defined portion of Bellevue streets collaborate with other city programs to provide waste reduction education and coordinate annual public events to promote a clean community. The program administrator will oversee the Adopt-A-Street program and abandoned shopping cart retrieval program. The program administrator will also oversee the citys partnership with the Jubilee REACH Jubilee in the Community volunteer program a partnership for volunteers to help homeowners improve the outside appearance and safety of their homes.

Ideal candidates will demonstrate an aptitude for working directly with a multi-cultural and multi-lingual community be experienced in public engagement and all aspects of complex event planning volunteer management program management community collaboration and have a vision to provide pathways for civic engagement for a diverse community. The Program Administrator is a member of the Neighborhood Outreach Team and works under the supervision of the Neighborhood Outreach Manager Neighborhood Services and assists with other outreach programs with the Neighborhood Outreach team.

Essential Duties and Responsibilities

Performs duties and responsibilities commensurate with assigned functional area which mayinclude but are not limited to any combination of the following tasks:

  • Manages and oversees neighborhood events that build Bellevue neighborhoods community service including Keep Bellevue Beautiful Jubilee in the Community and community clean-ups.
  • Establishes and maintains strong working relationships with community partnerships including neighborhood and community associations non-profit organizations schools faith communities and businesses that support volunteerism and civic pride in maintaining Bellevue as a safe clean and caring community.
  • Recruits trains deploys documents and celebrates volunteer teams for one-time and ongoing sustainable engagement that contributes to Bellevues neighborhoods and community.
  • Works across city departments to provide a One City coordination for street clean ups community clean up events and volunteer engagement.
  • Assists and provides training for neighborhood leaders in forming new community associations including thedevelopment and implementation of programs that foster neighborhood character.
  • Provides strong program administration for program execution including material procurement fiscal stewardship communication and marketing volunteer management contracting and measuring key performance data.
  • Integrates guiding principles of equity access inclusion and cultural competence into city outreach events and programming.
  • Creates all communication program materials website maintenance distribution lists and newsletters as well as reports and presentations relating to program development.
  • Participates as a Neighborhood Liaison for Bellevue residents providing a key point of contact communication and connection to residents neighborhood associations and community groups.
  • Communicates and advises city staff and city council regarding neighborhood issues.
  • Works as part of the Neighborhood Outreach Team to plan and implement projects and approaches to citizen involvement and neighborhood service delivery.
  • Ensures effective two-way communication with neighborhood leaders and residents to address emerging neighborhood concerns.
  • Prioritizes work plans timelines benchmarks and performance measures
  • Prepares and delivers presentations to neighborhood community and decision-making groups.
  • Works with community members to identify and address city and neighborhood issues that affect any department in the city.
  • Orchestrates public outreach events that support outreach initiatives including all supporting logistics and follow up materials.
  • Crafts communication strategies press releases social media posts and related summaries of community meetings for public awareness and engagement.
  • Tracks public engagement and interested parties lists per planning initiative and provide timely and accurate responses to public inquiries or questions.
  • Tracks performance measures for engagement and programming to measure effectiveness and adapt to improve outcomes.
  • Supports additional public engagement strategies and implementation for citywide initiatives to ensure transparency and broaden public input in city decision-making.

Knowledge Skills and Abilities

  • Serves as the main content administrator for the Adopt-A-Street online GIS webmap statistics database and web-based forms.
  • Manage requests and the completion of abandoned shopping cart retrieval by vendor.
  • Manage resource budget purchase and inventory.
  • Strong public outreach skills and knowledge of the principles and practices of group process community organizing and public participation that broadensparticipation for a diverse community.
  • Resourceful and adaptable to meet changing and emerging community and program needs and have the ability to work independently and collaboratively to identify gaps in service and problem solving.
  • Adept at listening public speaking facilitation and community presentations.
  • Excellent written communication skills including developing messages for a variety of audiences ability toproduce quality written materials reports and program updates for the community city leadership and City Council.
  • Ability to establish and maintain effective partnerships with various stakeholders establishing and maintaining strong relationships with community organizations neighborhood groups business leaders City departments governmental jurisdictions regional partnership agencies and media.
  • Knowledge of community outreach and public relations principles practices methods and techniques.
  • Ability to plan execute and manage multiple outreach efforts including identifying project milestones timelines essential materials and communication strategies utilizing appropriate and varied techniques for each purpose and audience.
  • Contribute to Bellevues One City culture and values.
  • Use good judgment in prioritizing work assignments.

Education and Experience

  • Graduation from an accredited four-year college or university with a degree in communications political science or related field.
  • Three years prior professional related experience in public outreach volunteer management program management community organizing or providing direct customer service with diverse community.
  • Or any equivalent combination of education experience and training that provides the required knowledge skills and abilities.
  • Multilingual skills preferred.

WORK ENVIRONMENT/PHYSICAL DEMANDS:

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this position or that an employee encounters while performing the essential functions of this position.

  • Work is performed both at City Hall and with a considerable number of meetings outside the office environment.
  • Regular and repetitive lifting and moving of program materials in storage bins up to 25 pounds each including into and out of a vehicle and off-site storage facility.

  • Travel to and from events and meetings at various local locations.
  • Attend evening and weekend meetings and events as required.
Limited Term Employee (LTE):A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than three consecutive years (36 months).
