Position Summary
Under general supervision this position provides project administration and management services for new and existing asset improvement Grant PUD projects. Responsible for facilitating the successful completion of projects from conception to delivery and transition to maintenance groups. Coordinates all aspects of project implementation including planning scoping estimating scheduling permitting property constraints budgeting communication risk management vendor management and balancing competing priorities within concurrent projects and programs. Works closely with technical experts and stakeholders to ensure successful project execution while maintaining alignment with organizational goals and regulatory requirements.

Project Manager
- Demonstrates excellent project management organization and communication; oversees new remodel and improvement projects for Grant PUD; oversees and implements actions from conception to delivery and through asset management documentation to ensure Grant PUDs needs are met; orchestrates all activities facilitates meetings and coordinates workflow.
- Develop individual projects scope of work including creating complete project budgets identifying budget and time constraints and gathering the appropriate stakeholders and resources to complete the work; manage the permitting process and ensure proper documents are in place; evaluate proper project delivery options; ensure the project schedule is clear and communicated so that all requirements for a successful operation are in place.
- Oversees and monitors the relationships between Grant PUD contractors and internal staff and crews; coordinates all facets of the project making clear expectations known and adhering to the approved schedule.
- Provide assistance and direction to insure equipment and facility drawings and operational documents are updated when new assets/locations come online or there are changes/revisions made to existing assets; document occurrences reviews changes permits inspections and progress; update and keep current asset management documentation and disseminate appropriate reports to appropriate stakeholders; ensure adequate construction inspections are scheduled and occur in a timely manner; facilitate transition from implementation/construction to project close-out and through transition to maintenance phase.
- Monitors expenditures for internal crew and contractor projects for which they are responsible; maintains budgetary restraints for all project costs and works to limit financial excess; manages high-cost contracts ensuring that Grant PUD risk is mitigated and projects stay within budget; communicates with internal departments stakeholders and AHJs for approval of various authorizations change orders work plans schedules and miscellaneous costs.
- Performs specialized professional level project management work on complex and multifaceted projects; understands the strategic impact projects will have on Grant PUD and its interface with the surrounding community; successfully drives projects from conception to implementation and through to completion.
- May operate a district vehicle.

- Understand and adhere to compliance requirements for this position that may include laws regulations security guidelines Grant PUD policies & procedures.
- Actively participate in all aspects of our safety program including but not limited to:
- Following all safety policies and procedures;
- Alerting supervisors and coworkers to unsafe or hazardous working conditions;
- Reporting any safety incidents or close calls within 24 hours to your supervisor; and
- Accepting feedback from supervisors and coworkers regarding your own safety performance.
Senior Project Manager
- The primary responsibility of this position is to ensure that projects are implemented successfully and in a manner consistent with the established Grant PUD Project Management Program. This position may be required to directly perform any of the following duties and responsibilities or may coordinate their implementation with technical experts or other project support staff.
- Develop project scope schedule budget risks and alternatives.
- Coordinate development of design criteria technical specifications special requirements system requirements quality control requirements inspection plans commissioning plan and or testing plans.
- Identify internal and external milestones and time constraints that impact schedule.
- Conduct or coordinate economic analyses as needed for evaluation of alternatives.
- Develop procurement plans and develop/manage contracts as necessary to conduct and support projects.
- Identify any necessary permitting requirements manage permitting processes and ensure full regulatory compliance.
- Identify internal and external stakeholders and implement communication and coordination plans.
- Manage relationships between project participants including contractors and consultants and stakeholders including support staff and customers.
- Define Project Expectations and Management Plan utilizing established tools.
- Define and implement Safety program for both internal and contracted work.
- Develop work packages to guide implementation of project tasks.
- Evaluate and implement the most appropriate project methodology for a project (e.g: design build; Agile Waterfall Hybrid etc.)
- Monitor projects utilizing standard tools and provide progress reports including standard metrics.
- Maintain costs within established budgets and financial parameters; ensure cost effective decisions are made within delegated authority; monitor expenditures for accuracy.
- Use established processes to manage report and coordinate changes in scope schedule budget and risks.
- Maintain risk register for early identification of risks on high-cost projects and contracts.
- Establish processes for resolution of non-conformances with technical and quality requirements.
- Ensure version control for project documentation and that final documentation is created and maintained according to records retention standards.
- Ensure revisions to drawings and operational procedures are completed prior to placing an asset into service.
- Ensure training on new procedures and equipment is provided and that operations and maintenance procedures are properly documented prior to placing an asset into service.
- May operate a district vehicle.

Required Qualifications: (Education and Experience License and/or Certification)
Project Manager
- Bachelors degree in Project Management Construction Management Engineering Architecture or related field or 2 additional years of relevant experience in lieu of degree.
- 5 years experience in project coordination project management construction management or similar field of work.
- A valid drivers license with no driving restrictions.
Senior Project Manager
- Bachelors degree in Project Management Construction Management Engineering Architecture or related field; OR 2 additional years of relevant experience in lieu of degree.
- 5 years experience in project management utility management or construction management.
- A valid drivers license with no driving restrictions.
Preferred Qualifications: (Education and Experience License and/or Certification)
- Certified Associate Project Management Certification
- PMP Certification
Other Knowledge Skills and Abilities:
- Knowledge of project management principles and staff; government and permitting agencies; organizational policies and procedures; inventory control; department policies and procedures; federal and state rules and guidelines; and budgeting and general financial analysis.
- Skill in working projects from concept and scope development through permits & approvals to completion; project planning; developing and evaluating budgets; asset management; troubleshooting planning equipment function and resource problems and finding resolutions; maintaining strong records and databases of assets; interpersonal skills including effective communication of direction and concepts and clear and concise communication both in writing and verbally; ability to effectively lead diverse groups; operating a personal computer and general office equipment; typing and entering data with speed and accuracy; utilizing MS office products; Maximo GIS and AutoCAD (ability to view and comment) software tools and applications.
