Job Description

Description of Work


The Procurement Officer serves as the lead purchasing authority for Broughton Hospital and Julian F. Keith Alcohol and Drug Abuse Treatment Center (ADATC). This position is located in Burke County North Carolina and reports to the Division of State Operated Healthcare Facilities (DSOHF). It plays a critical role in managing procurement activities across both campuses including contract administration vendor coordination and supervision of purchasing staff.

This position ensures that all procurement activity complies with North Carolina General Statutes Department of Administration (DOA) Division of Purchase and Contract rules Department of Health and Human Services (DHHS) policies and Department of Information Technology (DIT) procurement procedures. Supporting both daily operations and long-term sourcing strategy the Procurement Officer works across clinical IT and operational teams to maintain continuous compliant supply flow for essential patient care and facility functions.

Key Duties Include:
  • Oversee purchasing operations for two hospitals ensuring adherence to DOA DIT and DHHS procurement regulations.

  • Supervise procurement staff prioritize work conduct performance reviews and provide training and feedback.

  • Develop and issue procurement documents such as Invitations for Bid (IFBs) Requests for Proposals (RFPs) Requests for Quotes (RFQs) and Memoranda of Understanding (MOUs).

  • Evaluate vendor bids coordinate award decisions and manage multi-agency solicitations as needed.

  • Serve as the Procurement Card (P-Card) and E-Procurement System Security Administrator; manage approvals conflicts and training.

  • Coordinate IT-related purchases including required forms such as Privacy Threshold Analyses Sourcing Exceptions and Hosting Exceptions.

  • Administer contracts for high-dollar purchasing needs; support departmental budget alignment and invoice resolution.

  • Respond to vendor protests public records requests and manage contract close-out procedures.

  • Identify cost-saving strategies alternative vendors and sourcing options through market research and internal coordination.

  • Support facility leadership by attending purchasing-related committees and filing vehicle/property insurance claims when needed.

Bachelors degree in business or accounting and five years of experience in a purchasing operation with direct procurement responsibility
