The Mobile Home Park Water Quality Unit (CAS-MHP) resides within the Drinking Water Compliance Assurance Section (DWCAS) and this position is based out of the Departments Denver Office. The CAS-MHP Unit is one of three units along with CAS-North and CAS-South in the DWCAS. This unit exists to complete assigned compliance assurance compliance assistance and formal enforcement activities in accordance with DWCAS standards for work quality timeliness business processes and procedures. For its assigned public water systems CAS-MHP is responsible for maintaining accurate and complete information in the database(s) of record establishing regulatory monitoring requirements providing compliance assistance reviewing and analyzing self-reported analytical data and other compliance information and applying regulation and policy to assess compliance notifying water systems of noncompliance entering and tracking violations in the database(s) of record conducting informal enforcement and developing formal enforcement orders and tracking and following up on issued orders. CAS-MHP oversees the Mobile Home Park Water Quality testing program contract contractor services and invoices park prioritization park testing plans park owner notices and resident notices.

This entry-level position exists with supervisor oversight to perform compliance and enforcement production work. This includes managing mobile home park inventory updates managing monitoring requirements reviewing compliance data issuing violations (when applicable) and managing assigned cease-and-desist. This position also provides assistance to systems to help them understand their monitoring and/or public notice requirements and responds to inquiries from the public media legislators EPA or others.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

You can meet the minimum qualifications a couple of ways:

Four (4) years of relevant work experience (e.g. engineering environmental consulting/science regulatory or water treatment operations) will substitute for the bachelors degree on a year-for-year basis.

OR

A bachelors degree from an accredited college or university in biology chemistry engineering environmental science geology hydrology or a closely-related field.


Conditions of Employment:
  • This position requires the candidate to operate a vehicle during the performance of duties.

Preferred Qualifications and Essential Competencies
The preferred experience competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
  • Environmental or public health regulatory experience.
  • Relevant years of State service shall be considered.
  • Practical experience doing environmental or engineering work.
  • Knowledge of the National or Colorado Primary Drinking Water Regulations.
  • Experience working with large datasets or databases.
  • Experience working with standardized procedures and making decisions based on the standardized procedures.
  • Prior experience working in a professional office environment.
  • Knowledge of the operations and/or design of drinking water plants.
  • Excellent oral and written communication skills.
  • Excellent critical thinking skills including the ability to make timely judgments and decisions.
  • Demonstrated proficiency in application (e.g. Microsoft Office or Google) programs.
  • Excellent interpersonal skills.
  • Excellent conflict resolution.
  • Strong customer service skills.
  • Ability to multitask and effectively prioritize work activities.
