DEFINITION / GENERAL PURPOSE:
Performs a variety of tasks semi-skilled and skilled technical work in the operation maintenance and repair of a water distribution system. Operates in a safe and effective manner heavy equipment including backhoe/front end loader trenching machine dump truck w/trailer and excavator. Inspect and service equipment before use; report any mechanical problems to supervisor; transport or drive equipment to job site.
SUPERVISION RECEIVED AND EXERCISED:
Works under the general supervision of the Repair & Installation Supervisor.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Performs routine maintenance and inspections on light medium and heavy equipment.
Operates heavy equipment: including backhoe dump truck (w/trailer) trenchers excavators and front-end loaders.
Installs repairs and maintains water lines water meters fire hydrants valves air releases and other water related apparatuses.
Assists in recording all pertinent data required by State City and department.
Monitors and records data from SCADA system (when required).
Monitors chlorine residual within the water system.
Performs accuracy test on water meters.
Performs operational checks and maintains all pump/storage facilities within the guidelines of TCEQ City and departmental rules and regulations (when required).
Monitors Chlorine dosages and supply (when required).
Responds to customer service complaints.
Performs bacteriological water sampling (upon licensing when required).
Subject to be called to assist an employee on standby duty and responds to emergency calls periodically (on-call 24 hours for 7 days).
Assists in training personnel on various machinery operations methods and parts. Acts as an onsite lead and holds authority on projects when Installation / Repair Supervisor or higher supervisor is unavailable.
Performs other essential duties as required to achieve successful operations of the department.
Under the direction of the Water Distribution Superintendent and the Installation / Repair Supervisor directly supervises and assigns work activities of personnel performing daily operations. Maintains develops and performs technical skills and manual labor relating to repair operations / maintenance. Coordinates closely with other City employees not under direct supervision.
Carries out assigned supervisory responsibilities in accordance with the Citys policies and applicable laws. When assigned responsible for assisting Installation / Repair Supervisor in supervising subordinates and direct reports including interviewing hiring and training employees; planning assigning and directing work; and providing insight to Installation / Repair Supervisor to assist in appraising performance rewarding and disciplining employees; and addressing complaints and resolving problems.
Will be responsible of keeping all work areas buildings and equipment clean and organized.
Studies standardizes and initiates procedures to improve efficiency of departmental operations and subordinate work flow.
Must be able to follow directions.
Be a self-starter and show initiative.
The employee must have the ability to work well with others and have a good/pleasant attitude.
Regular and timely attendance (report to work on time work scheduled hours utilize leave responsibly ensuring sufficient coverage to maintain operations etc.) and responding to after-hours emergency calls are essential job functions.
PERIPHERAL DUTIES:
Serves as a member of various employee committees as assigned.
Other Duties as assigned.
DESIRED MINIMUM QUALIFICATIONS:
High school diploma or GED required;
Valid Texas drivers license rated Class A CDL with insurable record or must obtain one within nine (9) months of employment.
Minimum Experience: One (1) year operating heavy equipment including backhoes trenchers dump truck w/trailer front-end loaders and excavators.
Desired Experience: Three (3) years or more of experience in heavy equipment operation water distribution operations/repairs pump and motor maintenance/repair chlorinator maintenance and SCADA (Supervisory Control and Data Acquisition) operations.
Possess a Class C Water Distribution license from Texas Commission on Environmental Quality prior to employment; or possess a Class D Water Distribution license upon employment and be able to obtain a Class C Water Distribution license within twelve (12) months of date of employment.
SPECIAL REQUIREMENTS:
Must attend the required education and training to maintain required certifications.
KNOWLEDGE SKILLS AND ABILITIES:
Knowledge of equipment materials methods and procedures used in water distribution operations;
Knowledge of safety procedures and practices related to excavation confined space entry trenching dangerous gases and other water distribution operations;
Ability to work drive and operate a variety of heavy equipment safely and effectively;
Ability to obtain/maintain licenses as required by Federal and State laws;
Ability to communicate effectively verbally and in writing;
Knowledge of proper procedures when taking bacteriological water quality samples; (when required)
Ability to perform and diagnose water quality concerns;
Ability to work safely and effectively in various weather conditions;
Ability to understand and carry out written and oral instructions;
Ability to perform strenuous manual tasks in various circumstances;
Ability to establish and maintain effective working relationships with fellow employees and other departments and the public;
Ability to read and understand technical manuals and maps;
Ability to learn the characteristics of individual pump stations and water storage facilities;
Ability to monitor read interpret various diagrams devices; charts gauges and correctly interpret and react to those interpretations.
SELECTION GUIDELINES:
Formal application rating of education and experience; oral interview reference and criminal background checks and drug screens are required. Job related tests may also be required.
TOOLS AND EQUIPMENT USED:
Various motorized vehicles including dump truck (w/trailer) pickup truck (w/trailer) and medium to heavy equipment including backhoes trenchers front-end loaders and excavators. Various power tools tampers/compactors lawn maintenance equipment/tools cut-off saws chain saws jackhammers pneumatic valve machines and tapping machines. Various common hand tools shovels wrenches safety equipment such as air packs (SCBA) and any other tool or equipment inherent to the job.

While performing the duties of this job the employee is frequently required to lift carry and position objects weighting up to 75 pounds in weight. The use of hands and fingers to handle and/or feel of objects. The employee is occasionally required to sit stand and/or walk. The employee must occasionally lift and/or move up to 100 pounds and have good coordination in the manipulation of light and heavy equipment. Specific vision abilities required by this job include close vision distance vision color vision peripheral vision depth perception and ability to adjust focus.

The employee in this position will be required to remain inactively on-call at all times and occasionally be actively on-call for a period of time due to the nature of the job.
